DUTIES DESCRIPTION:
The Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 1, Grade 18, position within the Adult Community Care Group. Under the direction of a Contract Management Specialist 2, the incumbent will be assigned to the Housing Development and Support, Capital Management Unit. The incumbent will be responsible for coordinating with the Division of Budget on funding requests, executing capital contracts, and coordinating payments on new housing and Comprehensive Psychiatric Emergency Program (CPEP) development. The incumbent will perform contract management duties as well as provide contract related guidance to agency staff.
Specific duties include, but are not limited to, the following:
o Draft written responses to interested parties on contract awards and contract status.
o Prepare contract documents for signature and forward to contractor for signature.
o Follow up on proposed contracts throughout the approval process with internal reviewers and external approval agencies, including the Office of State Comptroller.
o Serve as a liaison to control agencies to address questions and concerns to assure contract approvals.
o Process purchase orders and construction contracts.
o Monitor contract expenditures and spending plans. Advise supervisor of more complex problems or issues.
o Monitor proposed contracts throughout the approval process to ensure internal and control agency requirements are met.
o Review contractor vouchers for accuracy and verify completeness prior to submission for payment.
o Monitor contracts for funds availability and prepare written reports for inclusion in spending plan updates.
o Maintain data in the computerized contract system including general contract data, budget information, and contract schedules.
MINIMUM QUALIFICATIONS:
Contract Management Specialist Trainee 1: Bachelor’s Degree or higher.
Contract Management Specialist Trainee 2: Bachelor’s or higher degree AND one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist 1: Bachelor’s or higher degree AND two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Additional Comments: Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process. The number of permissible telecommuting days for each employee will be determined by the current work demands/assignments, as well as program operational needs and employee performance/productivity, but may not exceed 50% telecommuting in a two-week payroll period.
The starting salaries for this position are outlined below. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
