SUMMARY OF POSITION 

The Payroll & Benefits Specialist is responsible for providing a wide range of hands-on support to the Payroll and Benefit functions. 

ORGANIZATION STRUCTURE

The Payroll & Benefits Specialist reports to the Payroll Manager. This role is based in Norwich, NY and has no direct reports.

RESPONSIBILITIES

  1. Payroll
    1. First point of contact for employees for payroll-related questions.
    2. Accurately and timely prepare weekly and bi-weekly payrolls for approximately 600 employees in a multi-state, multi-employer, multi-shift, manufacturing environment.
    3. Prepare special payments, off-cycle adjustments, and bi-annual wellness credits, as well as levies and garnishments.
    4. Fund 401(k), Deferred Compensation, and HSA contributions weekly.
    5. Maintain the electronic timekeeping system - setup employees, provide new-hire training, and assist managers with completing timecards to ensure accuracy.
    6. Work with managers to maintain accurate PTO Grant and PTO Bank balances.
    7. Maintain up-to-date knowledge of payroll and compliance regulations, while understanding and anticipating payroll impact.
    8. Provide support during annual audits including 401(k)/NDT, Worker’s Compensation, and other internal and external requests.
    9. Provide payroll reporting to internal and external clients as needed.
    10. Complete Department of Labor Census Reports as needed
  1. Benefits
    1. First point of contact for employees and HR Managers regarding benefit-related questions including medical, dental, vision, life, COBRA, 401(k), FSA/HSA, and voluntary coverages.
    2. Troubleshoot and resolve escalated issues. Conduct root cause analysis, identify opportunities to automate/streamline/outsource unnecessary tasks, and provide recommendations for process improvement.
    3. Audit and process all benefit-related invoices. Manage all changes and work with Finance and insurance carriers to resolve any discrepancies.
    4. Process Qualified Life Events within ADP.
    5. Monitor/audit vendor interfaces as needed for data integrity. 
    6. Support department projects and activities as needed.
    7. Provide assistance with leave management
    8. Perform other duties as assigned.

QUALIFICATIONS

  • Associate’s degree in HR, Business, or related field or equivalent work experience.
  • Minimum of 2 years of experience processing payroll in a multi-state, multi-employer environment; preferably with multiple shifts.
  • 3 to 5 years of benefits administration experience, preferably in a small to mid-sized, growing organization.
  • Experience in a manufacturing, pharmaceutical and/or Union environment a plus.
  • Ability to handle and prioritize multiple tasks, work well under pressure, in a fast-paced environment, and meet all deadlines.
  • Excellent written and verbal communication skills; attention to detail a must.
  • Strong interpersonal skills, as well as a high level of integrity, the ability to maintain confidentiality and provide excellent customer service.
  • Ability to work effectively with employees at all levels within the organization.
  • Knowledge of ERISA and other federal and state regulations impacting Payroll and Benefits. Knowledge of best practice related to Payroll and Benefits administration.
  • Experience using ADP Workforce Now and e-Time preferable.
  • Proficient in Microsoft Office, particularly Excel.

“This role will offer a base salary that commensurate with experience and demonstrated skills in the $70,000 - $80,000.”
