North Carolina Dept of Health and Human Services is Hiring a Director of Programming - Murdoch Developmental Center Near Granville, NC

Description of Work

Murdoch Developmental Center (MDC) is a rolling, green campus setting in Butner, NC that provides services and supports to approximately 285 individuals with intellectual and developmental disabilities, complex behavioral challenges and/or medical conditions whose clinical treatment needs exceed the level of care available in the community. MDC serves the Central region of the state. Administratively, it is overseen by the Division of State Operated Healthcare Facilities (DSOHF). The work force of MDC provides 24/7 care and coverage. Position directs and leads organizational programs and operations to include strategic planning and manages primarily the allocation of clinical resources and a wide scope of support services.
The facility is seeking candidates for the Director of Programming, a key member of the Murdoch Leadership Team. The Director of Programming is assigned lead responsibility for the planning, provision and integration of developmental treatment programming, education, medical care, and support services to ensure a level of quality care for the people who reside at the Center, conforming with the requirements of Federal regulations, State statutes, departmental policies and various licensing and certification agencies, boards and groups. The Programming Director assists the Center Director in the day-to-day tasks associated with the management of facility- operations internal and external to the Program Services Component, assuring coordination of services with local program delivery systems within the geographic region. This includes but is not limited to involvement in matters pertaining to general budget planning and management, the maintenance of the physical plant, the allocation and utilization of personnel, and the provision of on-site and outreach services. Role works closely with the Human Resource Director and staff to address personnel needs of the Center, establish priorities for salary plans, organizational changes, management/employee actions and other relevant matters. Participates in reassessment and reallocation of staff as facility needs change on a short and long-term basis.
The Programming Director serves as a resource to the Facility Director and other members of the Leadership Team on policy and procedural issues related to the implementation of habilitation services, and concerning the standards which guide service provision, as well as in more global matters affecting Center-wide operations. It reports to the CEO (Center Director) and works Monday – Friday and off hours as needed during times of emergency and adverse weather. Position has 24 hour accountability for the Divisions under its supervision.

Knowledge, Skills and Abilities / Competencies

Qualified candidates must document on the application that they possess all of the following:

  • Demonstrated managerial experience with residential/institutional facility management, budgetary and financial planning, developmental disabilities programs and services, ICF/IID regulations, personnel policies and management principals.
  • Extensive knowledge of population service needs and standards for service delivery.
  • Ability to direct the establishment of facility goals and priorities and to determine appropriate allocation of resources.
  • Prior record establishing and maintaining successful working relationships with consumers, families, advocates, stakeholders, community leaders, and other agencies serving people with developmental disabilities.
Management Preferences:
The ideal candidate will have demonstrated leadership at a high level in a state or similar facility that abides by ICF regulations with evidence of their ability to plan, organize, and execute the provision of individual services across the total habilitation services network and directly participated in the development and implementation of the interdisciplinary and person-centered planning processes through the development of training manuals, policies and procedures. Person must have knowledge of rules and directives of the governing body (i.e. DHHS and DSOHF), the standards/regulations of various regulatory agencies (e.g. CMS), and Center policy and procedures to include Incident Command principles.
Physical Requirements:
Position must be able to move across the campus for meetings, training sessions, interviews, etc. Other physical aspects of the job will be discussed at interview.

Minimum Education and Experience Requirements

Doctoral degree in Clinical Psychology from an appropriately accredited institution and two years of experience in professional level treatment program of people with psychiatric disorders of which at least one year must have been in a supervisory/administrative capacity over a large discipline component having broad impact in a residential program or over a sizable unit comparable to a program unit administrator;
OR
Master's degree in Clinical or related human service professional area from an appropriately accredited institution and five years of the above experience of which one must have been at a comparable supervisory level as defined above;
OR
Master's degree in administrative fields such as Public Health, Hospital Administration, or Business Administration from an appropriately accredited institution and at least six years of the above experience of which one must have been at a comparable supervisory level as defined above;
OR
An equivalent combination of education and experience.
