Noblis is Hiring a Remote Junior Project Manager

Responsibilities

As an ARPA-H (Advanced Research Projects Agency for Health) Junior Project Manager for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis you will be part of our Health Solutions team, where you will support the Project and Program Manager and will be one of the points of contact to manage all programmatic matters of the IDIQ assigned order(s). Working in concert with the PM and the ARPA-H leaders, you will address their challenges related to managing their critical programs to deliver transformative, sustainable, and equitable health solutions for the Nation.

This is an opportunity for someone with extensive ARPA experience to lead and work with an exceptionally talented and high-performing team on challenging and cutting-edge projects. This position requires the ability to effectively juggle multiple priorities, strong organizational skills, and the ability to coordinate among senior managers and technical professionals.

ARPA-H advances high-potential, high-impact biomedical and health research that cannot be readily accomplished through traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include: Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).

Responsibilities include:

  • The Junior Project Manager will serve as a single point of contact to manage all programmatic matters of the IDIQ assigned order(s) and is responsible for managing the day-to-day operation of the IDIQ.
  • Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks, including: 
    • Assisting with the development and administration of ARPA-H STATS to include tasks such as: development of solicitation material, administration of source selection reviews, and assessing technical solutions.Maintaining and monitoring program budgets to include gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans.
    • Providing support to Portfolio and Project and Program Managers in their continued engagement with ARPA-H customers on the receipt, prioritization, and regular reporting of their operational capability gaps.
    • Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Project and Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
    • Providing assistance in managing and responding to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
    • Assisting with planning technology transitions to the respective operational customer.
    • Supporting the identification, assessment, evaluation, and testing of existing and emerging healthcare technologies, systems, and capabilities, including: coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.

Qualifications

Qualifications:

Required minimum skills and knowledge:

  • Bachelor’s Degree with a minimum of 3 years of experience
  • Ability to obtain a Public Trust clearance
  • Excellent communication, collaboration, and presentation skills.
  • Proven results-oriented problem-solving abilities.
  • Experience with presentation graphics and/or spreadsheet tools.

Desired skills and knowledge:

  • PMP / SAFe agilist certification preferred 
  • Prior experience managing teams of increasing sizes and responsibility and experience in personnel management.
  • Experience mentoring teammates.
  • Experience in a supervisory capacity in planning, developing, and executing significant research and development efforts.
  • Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems.
  • Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Program management experience from existing Advanced Research Projects Agencies (e.g. IARPA, DARPA, HSARPA, ARPA-E) with an oversight role (leading a team) is strongly desired.
  • Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract is required.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
