Working under the general direction of the senior managers in Human Resources, the Training Manager will identify and monitor training needs in the organization, and design, plan, and implement training programs, policies, and procedures to fulfill those needs.
1. Administers, organizes, and conducts Authority training programs for all employees.
2. Executes required training programs mandated by the State of New Jersey and the Authority.
3. Provides all services necessary for the successful presentation of all Authority based professional programs administered by third parties.
4. Recommends, plans, and creates course content for Authority administered training courses.
5. Confers with Authority department heads to determine training and development needs.
6. Supervises staff in HR Training section in the implementation of their duties.
7. Assists HR Employment section with development of promotional advancement programs.
8. Partners with other HR sections and ITS in development, rollout, and maintenance of learning management systems, and Authority wide training for all HRIS systems.
9. Creates and administers Authority leadership, mentoring, coaching, and other special programs as needed.
10. Facilitates the enrollment and tuition reimbursement of Authority personnel in technical and professional training programs at colleges and other institutions.
11. Manage training budget, and the procurement, RFP process, and maintenance of contracts with third party vendors.
12. Recommends training options for career path planning, performance improvement plans, settlement agreements, memorandums of understanding, or other situations as needed.
13. Maintains records on behalf of Authority personnel on training history.
14. Maintains library or list of training resources and materials.
15. Assists HR management and Executives with completion of administrative duties and projects as needed.
Minimum Qualifications:
1. Bachelor’s degree in Human Resources, Business Administration, Social Services or related degree. May substitute a minimum of five (5) years prior training experience for the degree.
2. Additional Five (5) years experience in a Training Supervisor or Manager role.
3. Business experience in Human Resources of five (5) years.
4. Excellent written and verbal communication skills.
5. Valid NJ Driver’s License
