Job Summary:
Manages the development and execution of corporate retail store merchandising programs for assigned Retail and Services merchandise departments.

Duties and Responsibilities:

  • Develops and executes retail merchandising programs and strategies for assigned merchandise departments in coordination with procurement and visual merchandising personnel.
  • Reviews field activity retail operations to determine compliance/implementation of NEXCOM merchandising programs, objectives, and strategies. Provides technical advice and guidance and initiates changes to improve the performance of operations.
  • Initiates and prepares publications and directives to the field regarding retail merchandising operations and remodel projects. Collaborates with Headquarters Merchants and Facility teams and effectively liaises with headquarters and field store operations.
  • Advises on retail store operations, layouts, and fixturing. Keeps abreast of commercial trends. Initiates and monitors tests of new products, concepts, ideas, and items.
  • Reviews and analyzes retail inventories and operating results for assigned departments and directs/coordinates corrective actions as necessary. Assists departments in maintaining the proper control of total retail inventory. Ensures proper markdown action is taken and that required in-stock positions are maintained.
  • Works under the general supervision of the Senior VP of Store Operations. Operates independently within the framework of established policies. Exercises prudent management in resolving unusual problems. Confers with supervisor on matters of policy and the overall operational performance of the assigned department(s).
  • Plans and directs all Direct Run and Contracted Services Operations throughout Navy Exchanges system-wide, including Custom Services, Barber, Beauty, Floral, Optical, Photo Finishing, Video Rental, and Personalized Services. Administers evaluates and analyzes plans, policies, and procedures for services' operational goals for sales, gross profit, inventory, staffing, expenses, and productivity. Interprets applicable directives and regulations relating to assigned specialties and establishes procedures for implementation. Provide staff guidance and assistance to field managerial personnel responsible for the Services Operations system.
  • Manages the implementation of Services merchandising functions to include appraising and analyzing market offerings and trends, determining requirements, developing appropriate sources of supply, effecting buying of merchandise, negotiating with vendors, publishing merchandising information, and arranging for contracting/purchase action.
  • Responsible for the financial performance of each assigned department, including sales, stock turn, gross margin dollars, and gross margin percent. Works with Merchandise Planners to develop sales and inventory projections for assigned department(s) to meet financial plans.
  • Works with merchandise planners to review and establish replenishment methods by classifying assigned department(s). Accountable for in-stock positions in warehouses and stores to prescribed levels.
  • Reviews, analyzes, and determines assigned department(s) merchandise requirements. Works with Merchandise Planners to develop and maintain open-to-buy merchandise strategies and replenishment programs to achieve financial plans.
  • Responsible for ensuring the best cost, including freight, special allowances, discounts, rebates, etc., to achieve financial plans.
Directs buyers to develop assortments and plan-o-grams that support the customer's needs and the merchandise division's financial objectives.
  • Develops and executes merchandise, advertising, and promotional strategies.

The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.

.A total of 10 years of experience consisting of the following:

GENERAL EXPERIENCE: 4 years experience in administrative, professional, or other responsible work, which enabled the applicant to gain knowledge of retail/service merchandising and operational practices and procedures; skill in dealing with others in person-to-person work relationships; and the ability to exercise mature judgment.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
1 year of academic study above the high school level, in a related field, may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience.

AND SPECIALIZED EXPERIENCE: Six years of progressively responsible experience that provided a background in retail and/or services merchandising and operations management, including analysis of operating budgets; inventory management practices and procedures; development and evaluation of sales objectives and expense control programs; development and implementing sales promotion programs; or similar work which demonstrated the knowledge and ability to perform the work of the position.
