Job Summary:

Tuvli, an Akima company, is hiring for a Climate Program Specialist to support our DoS client located in Washington, DC.

Job Responsibilities:

  • Strategic Planning and Budgeting.

  • Support budget development and inform leadership of necessary processes and timely submissions of Economic Support Funding and International Operations and Program budgets.

  • Draft EGC’s annual submission to the Bureau Resource Request and Congressional Budget justifications.

  • Support EGC in any reclama requests for climate funding.

  • Track annual budget requests and annual funding levels to create a historical record of climate funding.

  • Draft EGC Operational Plans for climate programs.

  • Support interagency coordination and collaboration with USAID and other federal agencies for climate programming.

  • Draft Congressional Notifications to describe proposed Adaptation, Clean Energy and Sustainable Landscapes programs and track the allocation of funding and countries of implementation including any country restrictions.

  • Draft Congressional notification Action Memos and achieve all necessary clearances on the Action Memo and the CN.

  • Support the organization and planning of briefings to Congress.

  • Work collaboratively with Bureau of Foreign Resources, OES Executive and Central Programming Units, Front Office, Budget and Planning and other necessary Department offices to prepare and advocate for climate programming.

  • Project Management including:

  • Conduct kick off meetings with new implementing partners to communicate necessary processes and timelines anticipated throughout the implementation of the project.

  • Draft written review of reporting and performance budget reviews for interagency agreement and grant reporting and provide drafted reports to Agreement Officer Representatives (AOR) and Grants Officer Representatives (GOR).

  • Conduct semi-annual review of outcome indicator reporting and track cumulative results for outcomes for each project.

  • Develop and conduct site visits per the frequency indicated in each agreement and draft reports for AOR/GOR review.

  • Communicate regularly with project implementers and trouble shoot any problems to support timely and effective project implementation.

  • Recommend projects for evaluation to support compliance with the Department’s Evaluation Policy.

  • Draft amendments and close out reports for interagency agreements and grants.

  • Maintain project files and ensure all necessary documentation is filed to support proper documentation of implementation, outcomes and achievements.

  • Bilateral Portfolio (10%).

  • Support EGC in engagement and communication with countries or regions of import to climate action.

  • Draft communications, engage in phone calls and briefing leadership on country issues.

Minimum Qualifications:

  • Master's Degree (preferably in International Relations, Environmental Programs, Business, Communications, or similar field).

  • Active Secret Clearance.

  • Two or more years of work experience in international settings (e.g. Peace Corp, USAID, etc.), budgeting, global affairs, project management, with Congress, state legislative affairs, State Department or similar federal settings.

  • Ability to develop budgets consistent with Department guidelines and processes.

  • Ability to reconcile project spending with approved budgets.

  • Experience collaborating with implementing partners to capture and interpret results to document successful outcomes.

  • Ability to solve problems working independently or with others.

  • Experience in qualitative and quantitative research methods.

  • English language (written and spoken) communications skills.

  • Experience managing multiple tasks, coordinating activities in multiple locations, act. decisively in daily work and work well in a multi-cultural team environment.

  • Strong organizational, communication, interpersonal, and computer skills.

  • Ability to assess priorities and manage daily coordination of details with minimal supervision.
