Montgomery County Government is Hiring a Manager III (Children, Youth, and Family Services, Infants and Toddlers Program), Grade M3 Near Rockville, MD

About the Position:

This position is located in the Department’s Children, Youth and Family Services, Early Childhood Services, Infants and Toddlers Program.

The Infants and Toddlers Program is the local system of early intervention services for children birth through thirty-four and a half months of age and their families. The program includes a developmental assessment; a review of family concerns, priorities and resources; meetings with the family to develop an individualized family service plan; service coordination to ensure that the individual and his or her family receive needed services which may include but are not limited to physical therapy, occupational therapy, audiology, health/medical services, nursing services, nutrition services, psychological services including specialized play groups or therapy sessions, counseling, speech and language assistance, special instructional services, transportation, and parenting skills development; and ongoing evaluation of the child's progress and his or her changing enrichment needs. These services are provided in a family centered practice model where families participate with service providers to learn skills and strategies to support their children's development. All services are provided at no cost.

Provide administrative oversight of the Infants & Toddler Program as the lead agency to ensure infants and toddlers have access to early intervention services in Montgomery County. Responsibilities are guided by state and federal guidelines requiring monitoring and compliance of a $6 Million grant while working in coordination with our partner agency Montgomery County Public Schools. Reporting to the Administrator, the Manager III will provide effective leadership to oversee program operations. This position is a key liaison within the early care and education space representing DHHS as the lead agency at both local and state levels and focused on results by achieving organizational goals.

Major duties include:

  • Ensure consistent and effective internal processes and communication impact program positively.
  • Advance equity focused polices in a balanced approached.
  • Review data to inform program operations.
  • Strong strategic planning and collaboration capabilities.
  • Grant writing and management.
  • Supervision of program managers and staff.

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

The anticipated salary range for this position is $86,401 (minimum) – $119,670 (maximum)

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

Experience: Five (5) years of senior level policy advancement, supervision, program management and leadership experience in the field of early care and education.

Education: Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance of a valid Class C (or equivalent) driver’s license from the applicant’s state of residence when required for job-related duties.

Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Master’s Degree in Special Education, Early Childhood Education, or related field (ex. Human Development, Social Work, Family Studies)
  • Extensive supervisory experience within a dual agency environment
  • Knowledge of early intervention services
  • Demonstrated strategic planning development and implementation
  • Demonstrated leadership experience in a collaborative partnership
  • Demonstrated commitment to cultural competence, inclusion, and family-centered practices
