Salary: $99,653 - 121,798 per year

Note: Starting pay rates are ultimately determined by the scope of the position, the candidate's relevant experience, and internal equity. New employees typically start in the lower half of range, but experts in their field may be considered for starting pay rates in the top half of the range.

Summary

The primary purpose of this position is responsible for managing the operations of a group of assigned public housing properties to ensure decent, affordable, and fiscally sound housing. The incumbent is responsible for the financial management, physical conditions, regulatory compliance, resident/occupancy issues, and community/resident relations.

All activities must support the Minneapolis Public Housing Authority’s ('MPHA' or 'Authority') mission, vision and values.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.
  • Performs other related duties as assigned.
  • Ensures that MPHA properties are secure and well maintained. Ensures the curb appeal of properties.
  • Works with residents and public housing management to meet or exceed operational goals as established by the Director of Operations and MPHA.
  • Maintains high performer designation under the Public Housing Assessment System (PHAS) for the assigned AMP.
  • Ensures staff understanding of and compliance with applicable federal regulations, state laws, city codes, and MPHA policies and procedures. Coordinates necessary staff training.
  • Provides direction to and assessment of work of assigned staff. Ensures that staff is consistently applying policies and procedures. Ensures that grievance, VAWA, Lease Terminations, reasonable accommodations, and LEP procedures are strictly applied.
  • Coordinates unit rental/re-rental with other departments and agencies; coordinates meeting occupancy goals and establishes procedures for efficiency for the assigned AMP.
  • Executes directives from the Director of Operations pursuant to MPHA goals and objectives. Assists the Director of Operations in planning, coordinating, setting goals, and assessing the work of the department.
  • Ensures the consistent enforcement of MPHA leases and the Statement of Policies throughout the assigned AMP.
  • Oversees security and crime prevention at MPHA properties throughout the assigned AMP. Monitors security contracts and coordinate with Property Managers, the Security Manager, and available resources such as police, security vendor, and security equipment to address and follow up on security and crime related issues.
  • Responds to inquiries, complaints, and requests for information from tenants, public officials, and the public.
  • Ensures the confidentiality and safety of tenant data, files, paperwork, and other personal information.
  • Attends and/or participate in meetings with public officials, various MPHA departments, resident councils, and community groups to address/resolve current problems, programs, and planning for future activities.
  • Ensures that residents receive available services by coordinating with service providers to deliver services to residents. Pursues, creates, monitors, and evaluates service contracts to provide services to residents.
  • Responds to crises and emergency situations involving residents; calls for emergency services to respond. Assists residents and emergency personnel during and after the emergency. Guides and directs other staff in responding to emergencies.
  • Develops and carries out intra-AMP goals and objectives.
  • Provides assistance in the preparation and implementation of MPHA goals and objectives, policies and procedures, and standards of performance applicable to assigned housing programs and subordinate personnel.
  • Prepares annual budget request and monitor budget expenditures. Researches, justifies, and coordinates bids for recommended improvements or other operating expenses.
  • Utilizes budget to help ensure the efficient functioning of properties while maintaining the curb appeal, safety, security, and future usability of the assets under the position’s control.
  • Manages the procurement of required parts, supplies, materials, and fixed assets. Reconciles invoices and approves payment in a timely manner. Prepares, executes, and monitors contracts and purchase orders, assuring adherence to procurement requirements.
  • Reconciles fixed asset inventory and disposition of assets.
  • Oversees proper inspection and maintenance of safety and security systems by coordinating with vendors and other departments.
  • Oversees coordination of key badge distribution and inventory audits. Safeguards master keys and ensures integrity of the KRD key system.
  • Implements the directives of the Emergency Action Plan.
  • Reviews and guides recommendations for tenant transfer requests, tenant service charges, tenant grievances, lease terminations, evictions, and legal actions. Advises Director of Operations as to course of action to be considered based on appropriate policy, procedure, and regulations. Represents MPHA in court.
  • Prepares a variety of reports and maintain appropriate records. Adheres to report deadlines.
  • Coordinates and supervises inspections (move-in, move-out, monthly, semi-annual, and annual) and ensures necessary follow-up for all units under immediate supervision.
  • Manages the efficient and timely completion of maintenance requests through coordination with the Maintenance Team Leader and Property Managers.
  • Oversees the coordination of administrative and maintenance staff to prepare buildings and grounds for PHAS inspections to ensure continued high performer designation for the assigned AMP.
  • Oversees pest control policies and procedures ensuring they are carried out at assigned properties. Monitors performance of pest control vendor and works directly with Pest Control Specialist to ensure a successful pest control plan.
  • Performs as manager-on-duty and back-up manager-on-duty as asssigned, handling all after-hours, weekend, and holiday calls from the contracted answering service for all high-rises.
  • Determines calls that require immediate service. Contacts appropriate staff, contractor, or other responder, handling each call until the emergency is abated.
  • Trains appropriate staff to perform after hours duty. Remains available, via Authority cell phone 24/7, as a resource for emergency direction for on duty staff, vendors, or emergency personnel. Responsible for scheduling, coordinating, training and ensuring maintenance staff respond to after-hours emergency calls for assigned properties.
  • Responsible for maintaining procedures for snow removal, ensuring staff is trained to complete snow removal and snow removal logs.
  • Manages the vehicle fleet for assigned properties, ensuring that the MPHA Fleet Policy is followed by staff and vehicles are properly maintained.
  • Ensures staff complies with OSHA, Blood Borne Pathogens, and Right to Know requirements and oversees maintenance of the Safety Data System. Ensure staff are properly trained and use Personal Protective Equipment as required.
  • Serves as Hearing Officer for applicant denials, lease terminations for cause, reasonable accommodations, and grievance hearings.
  • Performs back-up duties for the Property Managers in their absence and as needed.
  • Oversees the modernization and rehabilitation of units including lead abatement, asbestos abatement code compliance, and other Comprehensive Grant activities.
  • Makes recommendations on acquisition and disposition of family stock.
  • Reviews acquisition of new properties for suitability for occupancy.
  • Prepares justification to post vacant and new positions, interviews and selects candidates, and makes hiring recommendations.
  • Works with the Director Operations to implement disciplinary actions, work plans, and termination recommendations.
  • Responds to and make recommendations for employee grievances.

Work Environment

The work of this position is performed entirely on-site in support of our agency's mission. Position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.
Experience and Skills:

Education and/or Experience

Bachelor’s Degree in business administration, public administration, or related field and a minimum of four (4) years of experience in the management of a housing development, including a minimum of one (1) year in a supervisory capacity. An equivalent combination of education and experience may be considered.

Must possess or have the ability to obtain a Public Housing Manager Certification or an Asset Management Certification per the guidelines established by MPHA.

Some positions may require possession of a valid driver’s license. Those positions may also require use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority’s automobile insurance plan at the standard rate. Must pass a criminal history background check.

Technical Skills

To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
