Midland Independent School District is Hiring a Director of Human Resources Near Midland, TX

POSITION: Director of Human Resources

EXEMPT STATUS: Exempt

Chief of Human Capital Management

As Assigned


EDUCATION:

  • Bachelor’s degree in education, human resource management or business
  • Master's degree preferred
  • Valid administrator certification preferred


EXPERIENCE:

  • Successful supervisory or administrative experience is required.
  • Experience working in a public school district(s)
  • Campus administrative/leadership experience preferred.

Position Function/Purpose

Provide general oversight of assigned area schools and departments in their efforts to achieve academic excellence by recruiting qualified and certified candidates for vacancies, ensuring timely completion and processing of new hire paperwork. Plan and implement teacher/administrator recruitment initiatives. Interpret personnel policies and regulations for the district.

Essential Functions

Personnel Management

1. Oversee the compliance of new hires and current employees to state and federal-mandated certification and licensing standards.

2. Monitor and maintain the Applicant Tracking System and database.

3. Keep area schools and other sites fully staffed by recruiting, employing, and retaining qualified educational instructors, and administrators and attend university job fairs to identify potential candidates for open and future positions.

4. Monitor new hire files for completion of required documents and supervise input of all new hire information into the employee database.

5. Work collaboratively with principals to align position control and budgeting, and provide forecasting of future open positions.

6. Maintain staffing records and provide real-time data reports and statistics.

7. Respond to inquiries from area personnel relating to recruitment, screening, interviewing, placement, record keeping, policies and procedures, staff changes, etc.; respond to inquiries from candidates regarding the status of applications or documentation requirements.

8. Create pools of candidates for open positions and provide to principals and other supervisors for candidate selection ensuring a valid budgeted position exists for each selected/recommended candidate.

9. Maintain up-to-date candidate files and profiles to serve hiring managers.

10. Keep abreast of technical, legislative, and professional trends and developments, affecting assigned programs and disseminate information to appropriate personnel.

11. Coordinates certified/professional personnel appraisal functions, i.e., administrator, teacher, counselor, diagnostician, library staff, etc. (T-TESS & T-PESS)

12. Supervise the maintenance and update job descriptions and personnel appraisals for assigned personnel.


School/Organization Improvement

1. Serve as a resource to department directors, supervisors, and principals with employee disciplinary matters and the documentation process related to exempt employees.

2. Serve as a resource to department directors, supervisors, and principals during the termination process.

3. Work cooperatively with others to ensure compliance with federal and state laws and regulations.

4. Attend board meetings regularly and make presentations to the Superintendent and Board as requested.


Professional Growth and Development

1. Observe professional and ethical standards in accordance with generally accepted community standards and the Texas Education Agency code of ethics.

2. Attend regional, state, and/or national meetings, which provide current knowledge and training in human resources.

3. Perform such other duties as may be assigned or as may be necessary for job effectiveness.

The noise level in the work environment is usually moderate. Must be able to maintain emotional control under stress. Occasionally required to travel to facilities within the district.
