This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
Reporting to the MTA Chief People Officer (CPO), the incumbent serves as a critical member of the People Leadership Team supporting the CPO mission, values, and culture by ensuring tactical management and aligned strategic direction of its human resources functions including but not limited to, oversight of a robust performance management program and strategic guidance in consultation with legal counsel, identification of trends and concerns within the People department, assessing the stability and sustainability of all current HR processes and optimizing them as well as developing future processes. This includes the accountability to execute specific initiatives and collaborate with stakeholders across all MTA Agencies and organizational areas; ensuring business processes conform to the organization’s long-term business strategy and collaborating with different departments so processes work in harmony. Oversees a team that supports these initiatives.
RESPONSIBILITIES:
- Provide executive guidance and leadership concerning matters related to human resources and recommend strategies for sustainable People department organizational growth and staff advancement. Lead and direct People department employee enrichment and career planning strategies.
- Independently assess current business processes, identify capability gaps, gain HR-business-IT alignment, develop future state strategy & solution vision.
- Responsible for partnering with cross-functional partners to drive the creation, documentation, and / or evolution of HR processes across various functional areas.
- Proactively leads collaborative efforts across business groups, functional teams, at multiple levels. Accountable to provide the stable foundation for procedures & processes that will enable the execution of the People Department’s goals.
- Serves as the senior Project Manager and improves business processes through tools, metrics, and dashboard reporting to enable decision making.
- Responsible for partnering with cross-functional teams to drive the planning, executing, and auditing of HR processes that enable efficiencies and accountability for all business process and MTA procedures. Liaise with Agency People Leads on enterprising operational issues, business objectives, policy development, and emerging initiatives cutting across all agencies.
- Lead agency-wide performance management program, including program strategy, design and implementation for continuous feedback, annual goal setting, mid- and year-end online system processes. Collaborate with Agency Partners to conduct year-end measurement sessions and ensure that any business-specific performance management activities are aligned with enterprise-wide processes.
- Support the CPO in balancing and assessing the alignment of Agency People Leads and other key leadership staff.
- Prepare and edit communications for the CPO including reports, briefings, presentations, and confidential material.
- Select, develop and motivate personnel within the People department. Provide career development for subordinate staff. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when appropriate. Review and measure staff performance.

KNOWLEDGE, SKILLS, AND ABILITIES- Leading the coordination of resource management for the People department where there is competing talent, interests and needs.
- Ensure consistent quality service delivery through processes. Achieving consistency and establishing meaningful KPI standards for quality across the MTA organization which may in areas operate in siloes using best practice process optimization.
- Has broad authority for the decision making, staffing, and budget for their its functional area of responsibility. Decision-making authority over their its functional area of responsibility is within broadly defined policies and objectives. Has the latitude to consider development of plans, priorities, and processes to achieve objectives.
- Makes policy and procedural changes for their its functional area of responsibility.
- The overall strategy and approach are made in consultation with the Chief.
- Must have knowledge of resource management, human resources practices, workforce engagement, policy administration, and performance management.
- Excellent communication and interpersonal, organizational and presentation skills.
- Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
- Must have knowledge of Business Processes, Processes Mapping, Process Optimization.
- Ability to clearly and consistently work side-by-side across functions and departments synthesizing multiple points of view and influencing leaders and peers to execute a coherent action plan. Thrive in a fast-paced, dynamic environment and is a genuinely collaborative team player

- Prior experience with business process workflows and cross organizational change management with one or more common enterprise software solutions like BPMN, Salesforce, Service Cloud, & or ZenDesk

- Demonstrated ability to work in a high-profile, high-pressure environment effectively.
- Demonstrated analytical capabilities and quantitative skills.
EDUCATION AND EXPERIENCE:
REQUIRED:
Bachelor’s degree in Business, Human Resources, Public Administration, Management, Organizational Development, or a related field from an accredited college; and
Minimum 12 years related experience, including at least 5 years in a leadership role in a large, multi-faceted, fast-paced organization or governmental entity preferred.
Minimum 4 years in a management consulting role.
Minimum 3 years of experience in systems implementation, deployment (with business/domain focus) data management and/or HR program management.
Minimum 3 years of experience leading and influencing clients and project teams on technology and data management strategy.
PREFERRED:
Master’s degree in Strategic Operations, Industrial and Labor Relations, HR Management or in a related field.
Strong preference for past roles in HR management/strategy consulting, general corporate strategy, business operations, or systems operations.
Attainment of or in the process of attaining specific Business Process certification(s) such as Six Sigma.
Familiarity with the MTA’s policies and procedures.
Familiarity with the MTA’s collective bargaining procedures.
