**Description:** Provides leadership and direction to team of Labor and Employee Relations professionals that support the business at various Aeronautics locations in order to achieve desired results\. Manages employee performance and development by conducting performance planning and review, coaching employees, and carrying out disciplinary actions when necessary\. Leads team to deliver exceptional employee and leader experiences\.
Provides Labor and Employee Relations advice and counsel to Aeronautics leadership team members\. Executes the business strategy as it pertains to Labor and Employee Relations\. Executes the negotiations strategy in short term and long term actions\. Interfaces with union representatives at the local leadership level to build effective union\-company relations\.
Successfully influences and negotiates the company's best interest as the chief spokesperson and other critical roles to achieve negotiation outcomes, including: setting of negotiation strategy \(as applicable\), planning and execution, and leading the project management team to closure \(costing, language development and sub\-committee leadership, as appropriate\)\.
Provides direction and reporting data to business leaders and Labor and Employee Relations professionals in the following: workplace investigations related to workplace conflict and grievance disputes; adjudicates GD&I, SES, and Ethics investigations; adjudicates L&ER\-led investigations; grievances and arbitration advocacy; leads in interpretation of contractual people movement provisions; guidance, coaching, and counsel pertaining to labor contract interpretation and company policy; employee relations, compensation, staffing and workforce planning, and culture in a unionized environment; positive employee relations and union avoidance; conflict resolution; and the discipline process\. Ensures client organization possesses the necessary workforce volume & capability to effectively and efficiently deliver core services while managing labor cost and developing future bench strength\. Assists leaders and employees at all levels by developing and consistently demonstrating effective communication and conflict management\. Advocates for employees\. Partners with Human Resources Business Partners and relevant Human Resources Centers of Excellence \(COE\) to deliver human resources programs and business outcome focused solutions\. Drives lateral connectivity and collaboration within HR and across the enterprise\. Delivers data\-driven people solutions that are efficient, effective, and flexible\. Create, support and reward an agile learning environment that enables innovation, inclusion and leadership\. HR leadership responsibilities and engagement\.
**Basic Qualifications:**
• Effective project leadership and execution
• Ability to standardize work to enable consistent performance levels
• Ability to engage, influence, collaborate, and develop credibility among functional and program leadership, union leadership, and HR/LR colleagues
• Ability to build effective relationships and partner with business leaders to influence labor relations practices, strategies, and philosophies
• Ability to develop and maintain positive employee relations between union officials and business leaders
• Effective communication skills, including the ability to prepare and deliver persuasive and well\-organized ideas in both written and verbal form; effective listening skills
• Ability to coach and guide team members using industry\-accepted techniques and tools, such as Plan\-Do\-Check\-Adjust \(PDCA\) and Culture of Accountability to deliver exceptional employee and leader experiences
• Experience negotiating and interpreting collective bargaining agreements
• Experience with grievance administration, including settlement negotiations and contribution toward preparation and/or arbitration advocacy
• Analyzes complex problems, exercise sound judgment, and appropriately manage conflict
• Ability to interact effectively in a conflict and matrixed environment
• Knowledge of state and federal laws affecting the employment of hourly\-represented employees, including FMLA, ADA, NLRA, EEOC, FEHA, Title VII, State Unemployment, and FLSA
**Desired Skills:**
• Certification\(s\) in Labor Relations, arbitration advocacy, or mediation
• First chair negotiations experience
• First chair arbitration advocacy
• Labor Relations and HR experience in a Lean Manufacturing organization and matrixed organization
• Knowledge of HRIS systems and/or PeopleSoft software
• Experience performing investigations, using effective techniques
• Experience adjudicating disciplinary matters
• Proficient with Microsoft Office
