BACKGROUND
Newark EMS Corps is a 5-month EMT training program for youth aged 18-26 who have historically faced barriers to employment, including under-resourced public systems, insecure housing, racism and system involvement. In addition to EMT training, corps members receive an earned monthly stipend, wrap-around support, mentorship, career guidance and job placement after they graduate.
Newark Opportunity Youth Network (NOYN) is the administrative home for Newark EMS Corps and the successful candidate will fit within NOYN’s human resources and reporting structure. NOYN will manage all hiring, contracting, procurement and financial management for the project.
Public Works Alliance (PWA) is EMS Corps’ program intermediary, convening stakeholders; building local infrastructure and capacity; identifying sustainable public funding sources, collecting data and supporting local leadership teams to maintain fidelity to the program model.
POSITION: PROGRAM DIRECTOR
JOB OVERVIEW: The Program Director will oversee and ensure the success of this specific EMS Corps site according to key performance metrics. The Program Director will lead a team of salaried staff and contractors providing administrative and programmatic support to Newark EMS Corps participants. The ideal candidate is experienced and effective in connecting with and supporting young people from the Greater Newark community. A deep belief in the possibility of every young person and a commitment to creating expansive career opportunities is essential.

Qualifications
- Experience connecting with and supporting young people who have had to navigate challenges including insecure housing and system involvement. Familiarity with the challenges and barriers faced by the young people in the Greater Newark area.
- Knowledge of the local community and resources and partners relevant to the success of the program
- Excellent communications skills including the ability to effectively collaborate with a diverse team of partners and to quickly connect with young people
- Strong leadership and management skills, including the ability to motivate a team
RESPONSIBILITIES
The Program Director’s primary responsibility will be to oversee all operations of the EMS Corps program, effectively utilizing staff, providers, partners and resources to ensure the program’s success across key performance metrics including:
- Student graduation rate
- Graduate pass rate on the National EMT Registry Exam
- Graduate durable employment rate
- Graduate median income
- Graduate satisfaction rate
More specifically, responsibilities include:
Capacity Building
- Participating in ongoing training on the EMS Corps model and the Administrative Portal
- Assisting in selecting, onboarding and training of case manager, an administrator, and wrap around service providers
- Collaborating with program partners to adapt/evolve the EMS Corps program model to the Newark context
- Serve as primary communicator and public representative of the program at events and with funders, including hosting site visits and making media appearances
Recruitment, Application Review and Interview Process
- Collaborating with staff to develop a participant recruitment strategy
- Leading the application review, interview, and selection/acceptance process
Operational Execution and Oversight
- Overseeing the day-to-day operations of the program
- Leading regular team meetings to ensure staff and partners are effectively contributing, supporting each other, and achieving program goals
- Leading regular meetings with the program’s collaborative of instructors and wrap around providers to discuss general program operations and to review student progress, potential barriers to success and how to overcome them
- Working with the PWA team to continuously share challenges, successes and ways to optimize the program
- Leading student orientation and graduation
- Leading post-graduation job placement.
- Tracking demerits and effectively communicate them to students
- Serving as a liaison and provide coordination between program partners, including the EMT instructors, wrap-around providers, employment partners, local Fire and EMS Authority as necessary
- Recruiting mentors and oversee the program’s mentorship component
- Remaining up to date on EMT educational regulations and requirements
Student Experience and Engagement
- Regularly connecting with students to lift up successes, understand challenges and ensure they have the support they need
- Develop and maintain a successful outreach and engagement strategy to ensure high participation amongst program participants
- Maintaining a regular presence in all program components – in the classroom, during wraparound supports (as appropriate) and during community service opportunities
Data & Performance
- Along with case managers, tracking student performance in coursework and proactively offer support as needed
- Effectively use data that informs decision-making, improves program performance and promotes learning
- Ensuring that data are available in a user-friendly format and timely manner to drive the development of student outcomes
- Maintain a system of quality assurance in order to assess opportunities for continuous improvement
Terms of Employment
Full Time. Twelve-month employee. Salary based on experience and board approval
Evaluation
Performance of this job will be evaluated annually in accordance with the standard policy on evaluation
