Job Title
: Director, Interagency Contracts & Program Management .

Summary:
Researches and familiarize staff with relevant regulatory statutes, reviews contract language, monitors and oversees the temporary access permits process, maintains productive departmental and interdepartmental relations, as well as favorable relations with local and state public entities in support of Light Rail projects, programs, and initiatives.

Roles and Responsibilities:
  • Ensures that applications for temporary access permits (TAPs) for work performed on or adjacent to the three light-rail lines are executed properly to ensure the protection of NJ Transit property and assets.
  • Coordinates Light Rail activities with other offices within NJ Transit.
  • Ensures that Light Rail operations and policies comply with relevant federal and state laws and regulations.
  • Monitors, and as necessary, coordinates legal and regulatory activities to remain abreast of the status of all activities and to identify trends.
  • Provides reports as requested to keep management and senior management informed of the operation and progress of legal and regulatory efforts.
  • Makes recommendations to improve efficiency and to reduce vulnerability to fraud, waste, and abuse.
  • Serves as the primary program interface with entities responsible for program and project oversight and oversees the uniform, timely, and responsive handling of requests for data and information.
  • Provides clear time direction to Capital Projects/Programs staff on all facets of project implementation and delivery for Light Rail.
  • Responds to changing and evolving operational, departmental and company needs and requirements.
  • Provides technical and logistical support to operating lines in the event of an emergency or situations outside of their expertise or beyond their available resources.
  • Identifies issues, impediments or impacts affecting project progress and implementation. Troubleshoots and resolve issues as needed.
  • Coordinates with other NJ Transit divisions and departments to understand relevant policies, procedures, and guidelines that apply to the Light Rail Operations, and ensures that such policies, procedures and guidelines are implemented. Also coordinates with NJ Transit’s Office of General Counsel, state, and local municipalities as needed.

  • Project Administrator, Cap Proj & Prog
Education, Experience and Qualifications:
  • Bachelor’s degree in one of the following disciplines: English, Engineering, Physics, Statistics, Mathematics, Accounting, Communications, Environmental Science, Project Management, Public Administration, Pre-Law, History and seven
  • (7) years of relevant work experience.
  • Advanced degree, applied experience in the statutory and regulatory framework of public transportation services, minimum bachelor’s degree w/paralegal expertise; applied experience in the statutory and regulatory framework of public transportation services is preferred.
Knowledge and Skills:
  • Ability to represent the agency in public forums. Excellent Customer Service skills.
  • Deals politely and professionally with clients, property owners, stakeholders, and coworkers. Strong team-building and effective negotiating skills.
  • Excellent verbal and written communication skills, including interpersonal, facilitation, and presentation skills.
  • Ability to independently plan and organize work and manage multiple priorities in an oft intensely deadline-oriented workplace environment.
  • Ability to plainly interpret and explain complex issues without a loss in substantive content.
