Koniag Government Services is seeking a Project Manager to support our sector of companies in Washington, DC.

Serve as Project Manager with responsibility for overseeing and managing a team of administrative and program management personnel to support the Office of Human Services Emergency Preparedness and Response (OHSEPR), under the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF). The Office of Human Services Emergency Preparedness and Response (OHSEPR) is the Emergency Management Lead for the ACF within the DHHS. OHSEPR ensures the effectiveness of human services in preparedness, response, and recovery from disasters and public health emergencies OHSEPR leads ACF's support for disaster human services missions conducted under the National Response Framework's Emergency Support Function 6. OHSEPR administers the U.S. Repatriation Program and leads domestic non-emergency and emergency repatriation planning and operations to support the return of U.S. citizens and their dependents following an evacuation from overseas nations due to war, threat of war, invasion, civil unrest, or similar crises.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Support and coordinate with OSHEPR leadership, PMs, and COR to complete assigned projects on
  • time, within budget and scope.
  • Oversee all aspects of project/s including monitoring and summarizing the progress of each contractor staff, tasks, and assignments.
  • Work directly with OHSEPR Leadership, PMs, and COR to ensure deliverables fall within the applicable scope and budget.
  • Coordinate with other ACF program PMs to ensure all aspects of each task/project are completed.
  • Develop a detailed PMP to monitor and track tasks, and assignment progress.
  • Assist federal PMs with measurable project objectives using appropriate tools and techniques.
  • Prepare monthly project status reports for OHSEPR leadership, PMs, and COR.
  • Work with OHSEPR leadership, PMs, and COR to identify, analyze and mitigate potential risks, and
  • contract issues.
  • Create and maintain comprehensive, professional project documentation, spreadsheets, diagrams, databases, and processes.
  • Manage the interaction and communications with contractors and all ACF stakeholders.
  • Provide cross-agency policy group support, and planning support for all OHSEPR programs including:
  • Develop annual project plans for divisions.
  • Track & monitor progress for OHSEPR programs.
  • Develop metrics and milestones for all OHSEPR programs.
  • Plan and execute strategic initiatives in support of OHSEPR within Department and interagency activities.
Education:
  • A bachelor's degree from an accredited university or college and a minimum of six (6) years of professional
  • supervisory/management experience or a master's degree from an accredited university or college and a
  • minimum of four years professional supervisory/management experience as a program manager.
  • The degree must be in a business field (e.g., Program Management, Business Management, Business Administration, Accounting, Finance, and Economics).
Work Experience, Knowledge, Skills & Abilities:
  • Relevant experience must be in program management (e.g., trend and forecast analysis, earned value management, cost benefit analysis, balanced scorecard, activity-based costing, life cycle cost estimating, activity-based budgeting, and gap analysis), personnel management, and project management (e.g., communications plan development, risk management, project management frameworks such as Agile, resource planning and management, conflict management and resolution).
  • Demonstrated ability/experience in successfully developing, implementing, and managing complex, high profile, multi-faceted projects.
  • Demonstrated ability to communicate clearly, both orally and in writing.
  • Demonstrated ability to organize and perform multiple tasks at the same time.
  • Analytical, problem-solving, and decision-making capabilities.
  • Project Management Professional Certification a plus.
Office Location and Travel:

This position shall be required to support the OHSEPR program on site at minimum 2 day a week. Current OHSEPR on-site status for all federal and non-federal employees is either Tuesday and Wednesday or Wednesday and Thursday.
Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
