ITA is seeking a Program Manager to support our U.S. Southern Command Operations (USSOUTHCOM) Planning and Engagement Support (SCOPES).

Please note this opportunity is contingent upon contract award, anticipated Summer 2024.

Responsibilities

The Program Manager is required to provide overall leadership and guidance for all contractor personnel assigned to task order (s) on this program, including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall task order performance. You will be responsible for the quality and efficiency of the task order (s), to include both technical issues and businesses processes. You will have the authority to make decisions for the Program in response to Government issues, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic and resource limitations issues.You will lead and manage a team of experts that provides USSOUTHCOM and mission partners with a wide range of professional services that informs the adoption and development of innovative services, technology, logistics support, and capabilities designed to address the Commands mission needs across the USSOUTHCOM and mission partners Area of Responsibility (AOR).Your program will cover the following support areas: 

  • Strategy, Plans and Engagements
  • Security Cooperation
  • Command, Control, Cyber, Communications, (C5) mission areas.
  • Operational Influence Platforms
  • Strategic Communications and Information Operations
  • Logistics

You will embed at USSOUTHCOM, located in Miami, Florida. You may travel as required, to perform services at other locations within the USSOUTHCOM AOR to meet mission requirements in both CONUS and OCONUS locations. You will serve as the primary point of contact for all matters related to Task Order execution and provide overall leadership and guidance for contractor personnel assigned to the Task Order including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing overall Task performance. You will be responsible for the quality and efficiency of all assigned tasks, including both technical issues and business processes.You will provide USSOUTHCOM and its mission partners with expert advice, planning, advisory assistance, operational knowledge, and technical expertise that enables the effective integration of support services that meet USSOUTHCOM’s operational challenges, resulting in the delivery of material and nonmaterial solutions for USSOUTHCOM and other mission partners. You will collaborate across USSOUTHCOM, the DoD, mission partners to promote collaboration and integration across the USSOUTHCOM enterprise to drive efficiencies and ensure USSOUTHCOM achieves its priorities and objectives in countering emerging threats, strengthening partner nation capabilities and facilitating crisis response and contingency operations.Duties:

  • Provide overall leadership and guidance for all contractor personnel assigned to the task order including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing overall to performance.
  • Responsible for the quality and efficiency of the task order, to include both technical issues and business processes.
  • Plans and provides program and project management support and the contractor personnel resources necessary to support the task order.
  • Manages and oversees all activities performed by contractor personnel, including subcontractors and teaming partners, to satisfy the requirements identified by the government.
  • Serves a technical subject matter expert for recruiting and assessing candidates for the program.
  • Serves as a senior advisor to senior military and government leaders and staff at customer site.

Qualifications

  • Current Top Secret/Specialized Compartmented Information Security Clearance.
  • Possess an active certification in one of the following:
    • Project Management Institute (PMI) Project Management Professional or
    • PMI Program Management Professional (PgMP®) Certification
  • Bachelor's degree or higher education
  • You must possess the ability to effectively communicate both orally and in writing.
  • Be deployable to the required theater of operations, usually conducting periodic travel within CONUS and OCONUS locations.
  • Experience within the past five years planning, directing, coordinating, and managing the contractor’s proposed methodologies and approach for a project or program similar in scope and complexity supporting a Geographic Combatant Command.

Preferred:

  • A minimum of ten (10) years of senior leadership or program management experience planning, directing, coordinating, and managing efforts of similar scope and complexity to this TO
  • Three (3) years experience planning, directing, coordinating, and managing a project or program with total value of greater than 240 million dollars.
  • Experience managing GSA/FEDSIM cost-plus contracts.
  • Knowledge and experience with Federal Acquisition Regulations
  • Experience managing projects and/or programs with multiple OCONUS performance locations.
