At the Indiana Hemophilia & Thrombosis Center (IHTC), we offer a future where people with rare blood disorders flourish. Our experts provide the highest quality comprehensive services and holistic care to patients with bleeding, clotting and other hematologic disorders, and to their families.

What You Will Do

As Chief Information Officer, you will provide vision and leadership for developing and implementing technology, voice/video communications, and clinical/business application and data service initiatives that improve cost effectiveness, health care service quality, and business development.

The CIO serves and participates proactively with other members of the IHTC leadership team to develop and execute strategic plans to optimize the use of information technology in support of health care and business objectives, as well as participates in policy and decision-making at the Center-level regarding resource allocation and future direction and control of proposed information systems. He or she guides and directs the development of IT infrastructure risk management, contingency planning, system performance, and voice communications. The CIO is a member of the IHTC senior leadership team.

The Opportunity

  • Prepare the vision and comprehensive IT strategic plan for meeting current and future information technology needs for the Center through the proactive development of strategies incorporating stakeholder feedback and industry demand, while ensuring alignment and integration of IT with the overall vision, mission and values of the Center.
  • Develop and maintain enterprise systems architecture, and defines standards and protocols for data exchange, communications, software and interconnection/integration of Center information systems.
  • Provide leadership on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
  • Manage vendor contract relationships related to hardware and software technologies. Negotiate all IT acquisition contracts, soliciting involvement and participation of others, as appropriate.
  • Provide responsive advice, general counsel, education, and service concerning IT issues and trends in the IT industry.
  • Develop and maintain an appropriate organizational structure capable of supporting the information needs of operating units within the IHTC through appropriate and cost-effective information technology and voice/video communications.
  • Develop and maintain corporate IT policies and standards relating to the acquisition, implementation, and operation of information technology and communications systems.
  • Develop and maintain a Center-wide data model and data dictionary.
  • Negotiate IT service level agreements with business partners and monitors IT systems performance to assure service levels are being met.
  • Research and evaluate alternatives for the enhancement, re-engineering, or replacement of IT systems, applications, and/or services.
  • Ensure that Center information systems operate according to internal standards and policies, external accrediting agency standards, and legal requirements (i.e., federal, state, and local laws and regulations).
  • Direct the development, maintenance, and routine review of the Center-wide business recovery plan to ensure timely and effective restoration of IT service in the event of a disaster.
  • Direct all IS department financial activities to ensure the Center and IS department meet fiscal objectives, including growth, personnel, capital equipment, and supplies.
  • Provide leadership related to IT staffing, hiring and recruiting, and performance standards. Coaches and mentors staff across their areas of responsibility to enhance skills, achieve high levels of performance, and create a culture of continuous learning that delivers on the mission.
  • Evaluate the IT governance structure to ensure effective use of resources and prioritization of technology investments. Provide the leadership and guidance to appropriately invest in new technology that ensures IT infrastructure is highly reliable, available, sustainable and efficient.
  • Provide the capability for patients and their authorized representatives to have access to their electronic health information in accordance with federal and state law. Maximizes the native interoperability functionality of the EMR system and explores opportunities to leverage the capabilities offered by the Indiana Health Information Exchange to optimize the timeliness and effectiveness of required and authorized electronic health information sharing.
  • Serve as IHTC’s Security Officer. Assesss the information security program that protects the patients’ health data and IHTC’s information assets and addresses any gaps/deficiencies.

Requirements

  • Minimum 8 years of related experience required.
  • Minimum 5 years of direct leadership and management of healthcare IT department(s) required.
  • Bachelor’s degree in related field required; Master’s degree preferred.
  • Clinical degree in Nursing, Pharmacy, Medicine or equivalent degree OR Bachelor’s degree in Clinical or Healthcare Informatics required. Master’s degree preferred.
  • Participation in one of more professional organizations (AMIA, HIMSS, CHIME) preferred.

This role requires occasional travel pending project/implementation/Center needs and for conferences and business meetings.
