The Illinois Department of Revenue (IDOR) is seeking to hire an Executive I to serve as a Contract and Invoicing Compliance Coordinator. This title is positioned directly under the Agency Procurement Officer (APO) / Contract and Procurement Manager. The ideal candidate has experience preparing and processing invoices, and experience coordinating, preparing, evaluating, and routing contracts for conformity, accuracy, and compliance. This position communicates and coordinates with program area staff and vendors during the procurement process. IDOR is seeking someone that is proficient with Microsoft Word, Excel, Access and has utilized System, Applications and Products (SAP), BidBuy, or other electronic procurement systems. Essential Functions

  1. Under direction, serves as the Illinois Department of Revenue’s (IDOR) Contract and Invoicing Compliance Coordinator.
  2. Under direction, serves as the Agency’s contract compliance coordinator.
  3. Serves as IDOR contact for Agency Court of Claims cases.
  4. Receives and reviews for accuracy and adequacy of information request for commodities and equipment available from CMS master contracts.
  5. Serves as timekeeper for Contract and Procurement Division staff.
  6. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
  2. Requires one year of responsible administrative experience in a public or business organization, -OR-completion of an agency approved professional management training program.

Preferred Qualifications

  1. Two (2) years of experience preparing and processing invoices.
  2. One (1) year of experience utilizing Systems, Applications, and Products (SAP) system or similar Enterprise Resource Planning (ERP) platform.
  3. One (1) year of experience reviewing and evaluating contracts for conformity, accuracy, and compliance with applicable policies, rules, or laws.
  4. One (1) year of experience coordinating, preparing, evaluating, and routing contracts and procurement documentation for contractors, management, and other stakeholders.
  5. One (1) year of experience working with the Illinois or Federal Procurement Code.
  6. One (1) year of experience utilizing the BidBuy procurement system or similar eProcurement program.
  7. Intermediate proficiency using Microsoft Access or similar database management system.
  8. One (1) year of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
  9. One (1) year of experience negotiating with vendors to obtain the most advantageous prices on goods or services.

Conditions of Employment

  1. Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  2. Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet.
  3. Requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force.
  4. Requires completion of BidBuy training within the probationary period.
