Essential Functions

1. Under direction of the General Counsel, serves as the Department of Natural Resources FOIA Administrator:
  • Organizes, plans, executes, controls and evaluates FOIA requests as they are received, forwards requests to appropriate departments within IDNR and requests responsive document reviews for compliance with FOIA request and gathers additional information.
  • Reviews the documents to assure all provisions of the request are met.
  • Withholds documents and makes redactions to documents in accordance with the FOIA Act.
  • Reports non-compliance with agency records retention requirements to the General Counsel agency records retention manager.
2. Confers with management and responds to technical inquiries on the behalf of the General Counsel, including letters, denial letters, partial approval/denial letters:
  • Conducts limited legal research to thoroughly and accurately complete such FOIA responses.
  • Aligns intra-agency program (FOIA) requests from the media.
  • Performs analysis of high-profile and/or complex FOIA requests with major controlling impact to the agency and its activities.
  • Confers with the General Counsel or Director’s office for review.
3. Maintains the Department’s FOIA files and Court of Claims files in accordance with appropriate records retention requirements:
  • Maintains and updates the FOIA tracking database system utilizing Microsoft Access and the Court of Claims Sharepoint system.
  • Develops and utilizes complex templates formatted for the specialized needs of FOIA correspondence utilizing Microsoft Office Suites.
4. Assists other office staff with updating the office databases, editing technical correspondence and reports, opening and distributing mail and answering phones:
  • Edits and finalizes materials prepared by other staff for General Counsel approval and signature.
5. Responds to telephone and email inquiries relating to FOIA requests:
  • Consults with counsel on the most complex FOIA inquiries.
  • Educates IDNR employees on proper IDNR/FOIA procedures, processes, rules and regulations.

6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Specialized Skills

1. Requires one year of experience with the Freedom of Information Act either in coordination of deadlines, drafting responses, and /or determining responsive documents.

2. Completion of the Attorney General’s FOIA Training with one year of experience as FOIA Officer or a FOIA Coordinator for a State Agency.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.

2. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Preferred Qualifications

1. One (1) year of extensive knowledge of the principles and practices of public and business administration.
2. One (1) year of working knowledge of the functions of state government and of the character of relationships between the executive branch with other branches and between the State and high and lower levels of government.
3. One (1) year of experience developing and managing a small agency function program.
4. One (1) year of experience analyzing administrative problems and adopting an effective course of action.
5. One (1) year of experience developing, installing, and evaluating new and revised methods, procedures and performance standards.
6. One (1) year of experience exercising judgement and discretion in developing, implementing, and interpreting departmental policies and procedures.
7. One (1) year of working experience using Microsoft Suites and Sharepoint or similar programs.
8. Requires one year of experience with the Freedom of Information Act either in coordination of deadlines, drafting responses, and /or determining responsive documents.
9. Completion of the Attorney General’s FOIA Training with one year of experience as FOIA Officer or a FOIA Coordinator.
