Reporting to the Chief Education Officer - Instructional Education, provides leadership and advocates for equity for all students, in particular special education students, multilingual students, and children in early childhood settings; integrates and executes the policies and expectations of the State Board of Education as the Executive Director of Specialized Instruction; directs, oversees and administers programs, operations and staff; provides leadership and support to school districts, and other educational organizations throughout Illinois; provides leadership in cross functional department work (e.g., Student Care, IL Empower, Curriculum & Instruction) and develops center budget.

DUTIES AND RESPONSIBILITIES:

  • Directs the overall functions and programs of the center.
  • Provides leadership, support, and resources in response to district needs.
  • Monitors and evaluates the activities of the department directors to ensure the application and direction of agency policies, state/federal laws and rules, guidelines and fiscal accountability.
  • Represents and speaks accurately and professionally on behalf of the State Board of Education to school districts, educational organizations, other state/federal agencies, committees, and the public concerning the interpretation of agency policies, procedures or actions.
  • Initiates and models active and collaborative leadership in cross functional department work with demonstrated improved outcomes for all children, in particular special education students, multilingual students, children in early childhood programs.
  • Develops and recommends policies, programs, procedures, and plans to ensure compliance with new or revised legislation and to improve the effectiveness of program implementation with demonstrated improved outcomes for students, in particular special education students, multilingual students, children in early childhood programs.
  • Works with staff to develop and manage grants, contracts, and budgets.
  • Designs, supports, and provides meaningful professional learning opportunities for the department and other state educational and parent organizations.
  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS:

  • Minimum of a Master's degree in Education or closely related field. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Five years of administrative experience in a school or district.
  • Experience with staff development activities.
  • Experience with assessment, data collection and reporting fiscal and budget experience.
  • Ability to exercise judgement and discretion in developing, implementing and interpreting policies and procedures.
  • Strong communication skills both verbal and written.
  • Commitment to team building and involvement.
  • Excellent time management, technology and organizational skills.
  • Knowledge of laws and rules on both the state and federal level pertaining to special education, multilingual education, and early childhood education.

PREFERRED QUALIFICATIONS:

  • Ed.D or Ph.D in Education or a related field or other terminal degree (e.g. JD, MBA/DBA).
  • Professional Educator License (PEL) endorsement for Superintendent and/or Principal.
  • PEL endorsed in Director of Special Education, special education (LBS1), early childhood, early childhood special education and/or a subsequent endorsement in ESL/bilingual education.
  • Experience with/in legal issues in special education (P-22) and/or English learner education.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
