Essential Functions

40% Under administrative direction, serves a Business Intelligence Team Lead for the Department of Innovation & Technology (DoIT) supporting the Business Intelligence Unit of the Illinois State Police (ISP):

  • Serves as a Team Lead in the development and maintenance of a robust data warehouse portfolio serving the analytical and reporting needs of the Illinois State Police (ISP).
  • Serves as an ambassador for analytics and facilitates all development of new analytical capabilities.
  • Monitors applications, answers technical questions, and responds to emergency requests when problems arise.
  • Serves as a resource and contact for users.

25% Leads efforts for defining, documenting, and maintaining departmental metadata:

  • Leads efforts for the creation, maintenance, and dissemination of ad hoc, self-service, and interactive reports and visualizations
  • Facilitates the production and sharing of analytical tools and dashboards.
  • Utilizes Business Intelligence Tool Sets such as Power BI and Business Objects, Relational Databases, Extraction, Transformation, and Loading (ETL) Frameworks such as Azure Data Factory, SQL Server Integration Services (SSIS), Azure DevOps, and the Azure subscription resources in performance of duties.
  • Performs evaluations of user requirements for new and existing reports and dashboards.

10% Provides design and development of complex reporting solutions:

  • Performs debugging, tuning, and documenting of all processes and components.
  • Performs unit, integration, acceptance, and regression testing to verify that reporting processes function correctly and meet requirements.

10% Interprets complex data and analyzes results using statistical techniques and provides ongoing reports:

  • Mines data sources, identifies trends, and crucial data.
  • Communicates findings and recommends solutions for more meaningful analysis and interpretation.

10% Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on IT products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

5% Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
  2. Requires three (3) years of professional experience in Applications Services, Business Intelligence, or a related Information Technology field.

Specialized Skills

  1. Requires three (3) years of professional experience with Data Analytics.
  2. Requires three (3) years of professional experience with Business Intelligence Tool Sets such as Power BI and Business Objects.
  3. Requires three (3) years of professional experience with Relational Databases.
  4. Requires three (3) years of professional experience with ETL Frameworks such as Azure Data Factory and SSIS.

Preferred Qualifications

  1. Three (3) years of professional experience with Data Analytics.
  2. Three (3) years of professional experience with Business Intelligence Tool Sets such as Power BI and
  3. Business Objects.
  4. Three (3) years of professional experience with Relational Databases.
  5. Three (3) years of professional experience with ETL Frameworks such as Azure Data Factory and SSIS.
  6. Extensive knowledge of Azure DevOps and the Azure subscription resources.
  7. Ability to coordinate the activities of multi-level teams to achieve desired results.
  8. Ability to analyze data logically and exercise sound judgment in defining, evaluating, and solving difficult administrative, organizational, technical, or operational problems where solutions may be of a precedent-establishing or research nature.
  9. Ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients, and others.
  10. Developed verbal and written communication skills to present information to others with clarity and precision.
  11. Demonstrated organizational skills to manage multiple competing priorities.
