ICallidus is Hiring a Project Manager Near Lanham, MD

*The role is contingent upon award.*

The Contractor, Project Manager, will develop, implement, and maintain solutions/operations using Microsoft Power Platform products, Microsoft SharePoint Online, Microsoft Office applications, and Tableau. In addition, services are needed to develop and implement a comprehensive Program/Project Management Playbook. The scope includes support for client’s operations and related systems/applications to maximize current ES operations and substantially improve service delivery. Services and support cover all the Client’s Branches and the client’s Front Office.

The Contractor, Project Manager shall provide management, direction, administration, quality assurance, and leadership in the execution of this contract. The Project Manager is responsible for all deliverables and services provided under this PWS and has full management authority of this requirement and personnel assigned to work on this effort. The Project Manager shall ensure all tasks are completed on schedule, inform client’s Program Manager of potential impacts to schedule and deliverables via documentation of challenges, barriers, issues, risks, risk mitigation, and recommendations to resolve.

The outcomes will strengthen core internal processes, reduce processing times, increase transparency, enhance organizational alignment, and improve the customer experience. The Contractor shall provide technical solutions and maintenance services by actively engaging in activities required to maximize and maintain client’s operational capabilities: Acquisition and Budget Management; Audit Management; Data Analytics and Management; Demand Management; Governance; Operational Metrics and Management; Program and Project Management; Program Integration; Risk/Issue Management; Service Delivery Planning, and Execution.

Key Responsibilities:

  • The Contractor, Project Manager actively provides guidance, oversight, and control on the work performed on this contract.
  • Ensuring tasks are completed within budget, on schedule, and integrate with related efforts resulting in client’s operational improvements. Deliverables are at the expected level of detail and quality.
  • Develop and implement a comprehensive, robust Program/Project Management Playbook to improve internal operations and effectively meet client’s demands in a cost-effective manner.
  • Manage contractual and financial matters, staffing, and tasks.
  • Provide management and operations support by preparing agendas, meeting materials, minutes/notes, and project review briefings.
  • Support regularly scheduled status meetings to discuss plans, strategies, progress, risks, issues, challenges, mitigation plans, and solutions.
  • Submit accurate and informative status reports.
  • Capture and provide lessons learned.
  • Develop, implement, and maintain solutions/operations using Microsoft Power Platform products, Microsoft SharePoint Online, Microsoft Office 365 applications, and Tableau.
  • Prepare a Quality Control Plan (QCP) to outline a strategy and identify mechanisms ensuring that all products and services meet quality standards for completeness, accuracy, and timeliness.
  • Describe the quality control methods they will employ to ensure that the requirements are provided as specified.
  • Contractor must state how they will manage the effort and perform functions such as configuration management, the application of industry standards, and use of best practices, version control, security monitoring, preventive maintenance, and training for personnel.
  • Contractor must describe what monitoring techniques (e.g., inspection regimen, customer input, audits) they will use to ensure the effectiveness of such activities.
  • The QCP shall describe the methods for identifying and preventing problems for approval.
  • The Contractor, IT Project Manager will be responsible for overall coordination and management of the work required, as well as the quality of all products and services delivered within the contract. This individual shall act as the primary point of contact with the client on contract performance updates and issues.
  • The Contractor shall communicate with the client’s Point of Contact to discuss contract matters and will interact with other employees as appropriate.
  • The Contractor will acquire the necessary documentation, information, and processes related to any work in progress from the client, resulting in increased understanding of the tasks.
  • Meet with the Subject Matter Experts to gather any tacit knowledge related to the requirement to maintain full continuity of operations, high productivity, and exemplary service quality.
  • The Contractor shall complete the necessary analysis to determine required Playbook content.
  • The Contractor shall conduct portfolio level activities capturing the lifecycle roles, responsibilities and associated activities and tasks for the PMB technical advisors.
  • The Contractor shall host working sessions with the PM Branch to identify and gain access to relevant information sources for consideration.
  • The Contractor shall review identified sources, collect relevant information, and consolidate information into a designated centralized location.
  • The Contractor shall produce a Gap Analysis Report to cover, at a minimum, the following data points: Current State, Target State, Gaps, and Remedies.
  • Upon completion of the Gap Analysis Report, Contractor shall provide a proposed Schedule of activities, dependencies, and planned completion dates for completing the PMB Playbook.
  • The Schedule shall reflect development of the Playbook in iterations to allow Stakeholders to review and provide feedback in iterations. Furthermore, the Schedule shall reflect the updated deliverables. This approach will foster ongoing collaboration, ensure all considerations are factored into the solution, and confirm activities are progressing as expected. The client must review and approve the initial and any updated versions of the Schedule. Once the Schedule is approved, the Contractor shall deliver items as outlined in the Schedule.
  • Once the Playbook is developed, the Contractor shall develop and conduct Tabletop exercises with the PMB Team, prepare PMB Team for Playbook usage, ensure a common understanding of roles, responsibilities, and execution of activities, and verify document’s completion and quality.
  • In preparation for a Tabletop exercise, the Contractor shall develop interactive scenarios and probing questions. This information will be used to simulate PM Branch team members responding to customer requests and executing required tasks.
  • The Contractor will capture issues and gaps related to the Playbook, and provide updates as needed. Subsequent Tabletop exercises shall be conducted as needed to obtain the client’s approval of PMB Playbook.
  • Playbook Implementation - Contractor shall assess the outcome of utilizing the Playbook in production. Contractor shall report the results of utilizing the Playbook in production, gaps, issues/challenges, and recommended improvements. Contractor shall collaborate with staff, make Draft PWS updates as needed to the Playbook, and provide ongoing knowledge transfer. Support shall be provided to monitor and confirm target state requirements are successfully in operation.
  • The PMB Team is utilizing a PMB Playbook to perform Program and Project Management tasks, resulting in both consistent and efficient execution of activities.
  • Project Management Branch (PMB) team members serve as Program Managers, Project Managers, and Project Advisors, providing services and support to other ES Divisions.
  • The Contractor shall develop a PMB Playbook for the PMB Team, containing comprehensive guidance and tools that map out the progression of steps from beginning to completion.
  • Playbook Content - The Playbook shall centralize access to client’s Enterprise-level methodologies, frameworks, processes, procedures, templates, and tools relevant to ES program and project management.
  • It shall also reflect how these Enterprise-level items are executed within ES program and project management processes and procedures. The Playbook shall define the ES end-to-end processes, procedures, and best practices required for effective ES program and project management. It shall take the specific needs of ES into account, and tailor Enterprise-level elements as permitted and appropriate. It shall provide the most relevant and time-saving tools and techniques, thus optimizing operations.
  • The tools within the Playbook shall include but are not limited to workflows and templates. Contractor shall collaborate with client’s Staff to capture requirements for automation and other technical solutions. Automation and other technical requirements will be satisfied, under Technical Solutions and Maintenance. The Playbook shall also include a training and development section that outlines the various training programs and resources available.
  • The Playbook shall include the integration of all areas within a Program/Project Manager’s responsibility or purview (e.g., governance, compliance, issue/risk management, investment portfolio management, demand management, team communications plan, collaboration methods).

Qualifications and Requirements:

  • Bachelors Degree in Computer Science, Information Systems, Engineering, or related field.
  • 10 years of project management experience with 2 years leading large and complex technical projects.
  • Experience developing dashboards, reports, and other visualization solutions using Tableau.
  • Experience developing and implementing Project and Program Management best practices.
  • Experience creating processes, procedures, and workflows in support of IT operations.
  • Experience with Microsoft Products including MS Teams and SharePoint Online.
  • Experience with Power Apps, Power BI, and Power Automate.
  • The Contractor shall have extensive experience developing, implementing, and maintaining solutions using Microsoft Power Platform (Power BI, Power Automate, Power Apps), SharePoint Online (M365), Microsoft Power Platform integrated with SharePoint, Microsoft Office 365 Applications, Tableau.
  • Contractor shall be proficient in configuring, integrating, administrating, and supporting Microsoft Power Platform products and SharePoint.
  • Subject matter expertise in the following areas: Process Improvement; Data Analysis; Workflow Automation; Data Visualization and Reporting; Program and Project Management; IT Service Delivery; IT Governance; IT Risk/Issue Management; IT Demand Management.
