HOUSING AUTHORITY OF THE CITY OF LOS ANGELES is Hiring a Contracts Specialist Near Los Angeles, CA

The Contract Specialist position reports directly to the assigned Contracts Assistant Manager and indirectly to the Contracts Manager and Sr. HAP Operations Manager. Under general supervision, the qualified candidate will analyze and manage property contracts, keep abreast of Housing and Urban Development (HUD) regulations, and make recommendations to ensure that the property contracts comply with HUD regulations. The qualified candidate is expected to assess the need for and administer annual rent adjustments, contract renewals, opt-outs and terminations.

The Contract Specialist must be able to exercise discretion and independent judgment in the execution of his/her responsibilities. The Contract Specialist must be able to analyze and understand HUD guidelines and regulations and apply those guidelines to the property contracts managed by him/her. This includes, but is not limited to, the following: 

  • Management and proper oversight of owner submissions and owner requests; 
  • Process all assigned files within the department guidelines utilizing the departments checklist and other tool to ensure accuracy, consistency and timely completion;
  • Responsible for processing an entry level portfolio
    1. Auto-OCAFs 
    2. Basic contract renewals 
    3. Mark-Up-To market Contract Renewals
    4. Preservation Contract Renewals and Rent Adjustments
    5. Annual Rent Increases processing for rent adjustment years
    6. Short Term Contract Renewals processing
    7. Annual Adjustment Factor rent increases 
  • Compare possible options and make recommendations about adjustment methods; 
  • Analyze owner submitted budgets for compliance with HUD regulations; 
  • Ensure owners provide proper notice to tenants of intent to renew or not renew the contract; 
  • Review and perform initial analysis of owner submitted Rent Comparability Studies; 
  • Review, analyze and calculate Utility Allowance Adjustments based on documents provided by owner; 
  • Review, execute and distribute contractual documents in compliance with HUD guidelines; 
  • Manage assigned submissions to ensure all timeframes and deadlines are met; 
  • No authorities;
  • Other duties as assigned. 

Knowledge, Skills and Abilities

  • Ability to exercise discretion and independent judgment regarding matters of significance;
  • Ability to compare possible options and make recommendations after considering the various possibilities; 
  • Must be detail oriented and possess strong organization skills;
  • Demonstrate strong analytical and problem-solving skills;
  • Ability to work with minimal supervision;
  • Ability to understand, interpret and implement HUD policies, procedures, regulations and other legal documents;
  • Competent with Microsoft Office products including of a variety of data processing and spreadsheet software as well as web browsers and basic office machinery;
  • Must be able to communicate effectively with various types of customers;
  • Ability to compose professional quality documents, letters, and memos;
  • Maintain confidentiality of all information gathered;
  • Ability to outline, organize and establish priorities for work; 
  • Manage multiple priorities, and deadlines while meeting productivity requirements in the face of changes, obstacles or other unexpected events;
  • Excellent verbal and written business communication skills.

Associates degree in accounting, business or closely related field preferred; however, four (4) years of property management, escrow/real estate, or other related field, will be considered. Knowledge of HUD multi-family programs a plus.
