The Landlord Relations Specialist coordinates several tasks and functions related to the occupancy and participation of program participants in several different HUD housing programs. Rather than managing a caseload of program participants, the Landlord Relations Specialist, performs specific tasks for all program participants in coordination with the Housing Specialists and other HOM team members. Program Duties will be segregated and assigned at the discretion of the Director of Housing Programs, Landlord Support Supervisor, and the Supervisor of Landlord Engagement. The Landlord Relations Specialist is a non-exempt position.

Primary Job Responsibilities

Program Duties

RFTA & Landlord Data Processing:

  • Receive RFTA’s from Housing Specialists (HS). Perform and confirm rent reasonableness at initial or new unit lease up. Notify HS if unit does not meet rent reasonableness for HS resolution and rent negotiation with owner/landlord.

Lease Renewals:

  • Coordinate with Housing Specialists the renewal of leases with participants’ annual recertifications in the housing programs and confirm if there are any changes unit size eligibility or payment standards.
  • Coordinate the renewal of leases between program participants and landlords, which includes the notification of lease expirations, processing rent and/or other lease term change requests, notification of HOM approval and receipt of executed renewal leases.
  • Perform rent reasonableness determinations and negotiate rental increase requests with landlords on annual lease renewals.
  • Prepare Housing Assistance Payments (HAP) Contract Addendums associated with an annual lease renewal and send to Owner/Landlord.
  • Conduct interim re-certifications for lease renewals that cannot be coordinated with annual recertification action.
  • Track and note lease renewal status in relevant lease renewal excel tracking worksheets.

Security Deposit Disposition:

  • Track, monitor and administer the Work Order (WO) module in HDS related to Move-Out inspections on a daily basis.
  • Generate from HDS WO module, the Move Out Letter for Landlords, send via email from HDS and/or via US mail, as appropriate.
  • Track and monitor receipt of Security Deposit (SD) dispositions in accordance with Arizona Revised Statues (ARS) 33-1321.
  • Manage the process on receiving the SD dispositions in a timely manner from landlords in accordance with ARS 33-1324 to include verbal contact, issuance of demand letters, and recommendations for recoupment of security deposits from landlords who fail to comply.
  • Perform evaluation for appropriate deductions made by landlords against security deposits.
  • Perform adjustments on client ledgers to account for security deposit return, partial return, or retention to cover tenant caused damages, unpaid tenant or other unpaid or assessed charges to tenant.
  • Close Out work order if no damage claim is being processed.

Process Damage Claims:

  • Generate reminder letters to landlords for completion of damage and vacancy loss claims.
  • Generate final notice letters to landlords for submission of damage and vacancy loss claims.
  • Explain damage claim / vacancy loss procedures to landlords.
  • Evaluate damage claims submitted for accuracy, appropriateness, and costs. Evaluation will include scope of work completed, cost reasonableness, length of occupancy by program participant and other relevant factors related to the occupancy and claim.
  • Process Damage Claim for payment or denial.
  • Close out WO in HDS with appropriate dates.

Other Duties:

  • Perform Month-End Close review of activity during past month, including review of HAP HOLDS to ensure that HAP Payments are accurate and ready for payment.
  • Regular communication with customers, including program participants and landlords via telephone, e-mail and in person. 
  • Market the housing programs, including incentives, to prospective landlords and property managers which may include hosting or attending events and training seminars for landlords and property management staff.
  • Promote landlord financial incentives and risk mitigation including damage claims and vacancy loss payments.
  • Use Padmission to expand housing opportunities for housing program participants, including: 
  • Reviewing and updating of information in Padmission to ensure accuracy and timeliness of data 
  • User Management 
  • Approval of property managers and property related information 
  • Support and training for landlord users 
  • Adding prospective properties to Padmission 
  • Input and track data as assigned to assist management oversight of the Padmisson database. 
  • Perform data entry in Padmission for tracking of housing search assistance services. 
  • Build long-term trusting relationships with landlords and property management staff.
  • Perform initial, annual, and special inspections of dwelling units in accordance with HUD’s Housing Quality Standards (HQS), as necessary.
  • Maintain a clean driving record free of traffic violations or accidents.
  • Operate and maintain company vehicle, including ongoing care and maintenance of the vehicle.
  • Distribute start-up kits to eligible program participants and/or case managers. Obtain release signatures and record distribution in excel tracking worksheet, as assigned. 

Requirements

Required Skills:

  • Proficiency in Microsoft Office 365 applications including SharePoint, OneDrive, Teams, Planner, Outlook, Word, Excel, etc.
  • Extensive knowledge of residential maintenance processes including knowledge of costs – both material and labor, life cycles of major systems, and ability to utilize resources to make valid and sustainable decisions regarding unit turns.
  • Strong organizational skills with aptitude for project management and multitasking to manage multiple concurrent projects.
  • Knowledgeable of AZ Residential Landlord & Tenant Act.

Other Skills and Requirements:

  • Team Member will have unrestricted access to sensitive information that may include PII and PHI, which requires adherence to HOM Security and Privacy Policies.
  • Team Member may use or disclose PII or PHI through the course of their Financial, and Human Resources duties listed above. All use and disclosure is subject to procedures outlined in Section 1.10 of the HOM Privacy Policies.
  • Demonstration of performance and attributes contained within the four (4) focus areas of HOM Inc.’s Competency Model; Emotional Intelligence, Expertise, Ethics, and Excellence.
  • Current Arizona Driver’s License with a clean three (3) year driving record.
  • Current Automobile Insurance.
  • Willingness to perform duties as needed or as assigned.

Education and Training:

  • Understanding and commitment to “Housing First” principles in ending homelessness.
  • Minimum of five (5) years’ experience in residential maintenance and/or property management position with responsibility for maintenance oversight or working knowledge of maintenance costs.
  • Experience in leasing, real estate, property management, supportive housing, subsidy programs or sales are highly desired.
  • Industry certifications for HQS and/or UPCS Inspections or ability to obtain within 90 days of hire.
  • High School Diploma or GED Equivalent.
  • Associates and/or Bachelor’s Degree Preferred
