Minimum Qualifications

Provisional Promotion: Current NYS employee with one year of permanent or contingent-permanent, competitive status as one year of permanent service as an Investigative Specialist 1. (Narcotics) "
Preferred Qualifications: Ability to effectively interface and collaborate with internal and external stakeholders. Strong supervisory, organizational, written, and verbal communication skills. The applicant must be able to work independently and with a cross-functional, multi-disciplinary team. Ability to manage multiple tasks and priorities. Ability to formulate program recommendations and initiate or assign investigations and inspections based upon data analysis and Bureau leadership priorities.

Duties Description

As an Investigative Specialist 2 (Narcotics) you will direct a staff of Investigative Specialists 1 (Narcotics) and administrative staff. You will provide supervision, guidance, and oversight to subordinate staff and intervene and resolve problems as necessary and investigate complaints involving diversion and trafficking of controlled substances, according to the rules and protocols established by the Bureau of Narcotic Enforcement (BNE). You will ensure that regional Bureau staff comply with Department and Bureau policies. You may plan or supervise the scope and method of an investigation and coordinate field activities of assigned staff. You will utilize a variety of in-house and field investigative techniques culminating in written reports, including applicable charges of violations of Article 33 of the Public Health Law and Penal Law. Reports will be completed in the specified BNE format. You will work closely with the Department of Health's Division of Legal Affairs in addition to local, state, and federal law enforcement officials in the course of your duties. You will also coordinate investigations with other agency staff or external entities. You will provide guidance and assistance to lower-level investigative staff in gathering and evaluating information and evidence. Discussing the progress of cases with staff to ensure that performance standards are being met is integral to this position. This position requires the review of completed investigation reports for adequacy of coverage, quality of finding, and soundness of recommendations and may require that you make recommendations consistent with agency findings and agency policy and practice. The Investigative Specialist 2 (Narcotics) will prepare periodic status reports for agency program and management staff. You may personally investigate difficult and sensitive investigations and participate in interagency taskforces. You will assign and conduct inspections of license applicants. You may be assigned to give presentations on Department or Bureau policy initiatives to various members of regulated industries and related academia, health care practitioners, and the public.

Additional Comments
Periodic overnight in-state travel is required; including travel to some areas that may not be served by public transportation. You must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter. Candidates are required to meet the requirements for Peace Officer status and physical/medical standards and maintain active status. Must possess or obtain a NYS pistol permit and retain continuously thereafter. Appointment is subject to satisfactory completion of a criminal history record check.
This position may require travel including to areas that may not be serviced by public transportation.
