Twelve years of professional level work experience, three of which must have included managerial, decision-making and/or oversight responsibilities for a major health-related program or in the direction of a major administrative function of a large health-related organization. A bachelor’s degree may be substituted for four years of the general professional experience.
Preferred Qualifications: Master of Science in Epidemiology. 20 years’ experience in public health research. Professional experience with: Quality Assurance Reporting Requirements (QARR), Semi-Annual Assessment of Managed Long-Term Care Members (SAAM), Uniform Assessment System for Long Term Care programs in New York State, Home Care Reimbursement rates, FIDA, Health Homes quality ratings and performance, COVID reporting, Value Based Payments in Managed Long-Term Care and their quality measures, Clinical and expert advisory groups, as a bureau director of a research bureau including direct and indirect supervision of research scientists, research using abstracted medical records, leading development of quality measures, developing and implementing quality pools and quality incentives. The preferred candidate will also have a publication history relating to the above experiences; have been a part of data governance committees, peer review processes, and workgroups supporting multiple content areas; and, have experience communicating with executive staff.
"The Health Program Director 2 (HPD2) will serve as Deputy Director of the Center for Applied Research and Evaluation (CARE).
The HPD2 has both internal and external facing responsibilities in helping to plan, develop, implement, and oversee CARE initiatives and policies; co-manages administrative activities in the CARE including contract management; and will directly oversee bureaus responsible for quality measurement, outcomes research, and evaluation research. In the absence of the CARE Director the HPD2 will represent the CARE and the larger Department at meetings, conferences, professional associations, and in other public venues."
