About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.  

Grants Coordinator Job Summary:

Harris County Flood Control District (District) is seeking a diligent and strategic candidate for the role of Grants Coordinator. 
Reporting to the Chief Partnership & Programs Officer, the Grants Coordinator will oversee and manage the day-to-day operations and procedures related to grants to achieve departmental objectives and provide exceptional services. This position will also be responsible for conducting thorough research, assisting in determining grant eligibility, and coordinating administrative procedures and controls for the grant application process including facilitating interdepartmental coordination and communication on multi-departmental grant projects to ensure that grants are processed and administered promptly and in accordance with the grant requirements. 

Essential Functions and Duties:
  • Prepare and compile all components of each grant submission, ensuring that the proposal is formatted, packaged, and submitted in accordance with the granting agency requirements.
  • Assist with grant proposal planning, research, budgeting, and interpretation of funding regulations, and provide frequent updates to management and staff.
  • Develop and maintain databases and systems for recording and tracking grant applications, grant proposals, awards, reporting deadlines, and related statistical information.
  • Create and distribute standard and special reports, studies, summaries, and analyses, as required.
  • Oversee the administration of post-award grants, ensuring adherence to budgeting and administrative policies, procedures, and agency requirements as well as address and manage administrative issues and budget changes that may arise throughout the awarded granting period.
  • Disseminate and present changes to departments, providing recommendations for implementing changes and listing potential impacts on funded operations.
  • Maintain knowledge of grant funding policies, regulations, and procedures.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Education:

  • Bachelor’s degree from an accredited four-year college or university in engineering, engineering technology, construction science, construction management, or a related field. 

Experience:

  • Two (2) years of experience that includes any combination of engineering planning, design, and construction management or a directly related work experience

Licensure:

  • Valid Class "C" Texas Driver’s License
Knowledge Skills, and Abilities:
  • Working knowledge of grant accounting guidelines, regulations, and standards.
  • Excellent knowledge of Microsoft Office applications.
  • Strong decision-making, planning, and problem-solving skills.
  • Excellent verbal and written communication skills, including discussing project complexities in non-engineering language with stakeholders and elected officials' staff.
  • Excellent analytical and organizational skills, including gathering and comparing resources, sharing findings, and formulating a developed yearly grant strategy.
  • Ability to determine informational needs, collect and analyze information, and devise and develop statistical analyses and reports.
  • Ability to multitask, prioritize, and meet strict deadlines.
  • Ability to build collaborative business relationships.
