JOB SUMMARY
Under general direction, responsible for monitoring, overseeing and processing transactions for school budgets, travel, and purchase, and position related transactions primarily from grant and donation budgets. Ensures maximum impact of fiscal recourses and facilitates compliance to federal, state, and local guidelines and policies.
MAJOR DUTIES & RESPONSIBILITIES
  • With the guidance of the Finance Coordinator 2, directly support schools within the unit on grant and donation budgets, purchasing, payroll, travel and other fiscal support needs. Coordinate work between and among units and central office departments.
  • Oversees ESSA, formula, competitive grants, local grants, donations workflow process, documents procedures, and manages all aspects of process implementation.
  • Process position control actions for the unit.
  • Review purchase requests and create shopping carts for schools.
  • Coordinate completion of goods receipts to ensure prompt payment of vendor invoices.
  • Review and enter travel requests for schools.
  • Review final travel receipts for compliance to the financial procedures manual.
MAJOR DUTIES & RESPONSIBILITIES CONTINUED
  • Receives and processes donation checks per the district's donation process and procedures. Prepares and submits required documentation for the purpose and intent of the donation.
  • Performs school budget analysis, reporting, ensure account coding compliance and best practices processes to maximize the impact of fiscal resources and ensures compliance with federal, state, and local procedures and guidelines.
  • Provides support to the Finance Coordinator 2 on monthly school spending variance and projections reports, budget analysis, staffing controls, account coding and compliance within federal, state and local procedures and guidelines.
  • Ensures compliance with local, state, and federal grant spending guidelines.
  • Manage and maintains records and databases of all ESSA funded programs and participating campuses for TEA and federal government use.
  • Collaborates with schools to ensure that district and campus goals and action plans are in compliance with federal and state policies and procedures that govern the programs.
  • Process budget transfers, loads, and amendments to grant budgets and donations.
  • Provides budgetary support to unit campuses in the grant budget development, amendment and closeout process.
  • Supports the unit team in understanding and addressing financial management challenges and engages in various continuous improvement initiatives.
  • Responsible for assisting in the development, monitoring and refining of KPI's for the role and the unit.
  • Performs other job-related duties as assigned.
EDUCATION
Bachelor's Degree
WORK EXPERIENCE
No work experience required
SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
SAP preferred, Microsoft Office, Office equipment (e.g., computer, copier)
Advanced Excel and PowerPoint preferred.
Ability to pay close attention to detail and accuracy;
Ability to implement effective workflow processes and procedures; follow chain of command;
Willingness to take initiative, high level of self-motivation, and easily works independently or as part of a team;
LEADERSHIP RESPONSIBILITIES
No supervisory or direct people management responsibilities. May provide occasional work guidance, technical advice and training to staff.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.
BUDGET AUTHORITY
Compiles and organizes data and figures.
PROBLEM SOLVING
Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.
IMPACT OF DECISIONS
Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience.
COMMUNICATION/INTERACTIONS
Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.
May be required to travel to Division campuses.
CUSTOMER RELATIONSHIPS
Follows through with customer inquiries, requests and complaints. Forwards difficult and non-routine inquiries or requests to appropriate level for resolution.
WORKING/ENVIRONMENTAL CONDITIONS
Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
Ability to carry and/or lift up to 15 pounds.
