About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.  

Facilities Maintenance Department Manager Job Summary:

Harris County Flood Control District is seeking an experienced, motivated, and resourceful candidate for the role of Facilities Maintenance Department Manager.

Reporting to the Chief Infrastructure and Operations Officer, the Facilities Maintenance Department Manager will be responsible for managing and overseeing the Facilities Maintenance department including a team of professional and field personnel. This position will also be responsible for developing departmental operating procedures and work plans to improve vegetation management operations and achieve the District's mission to maintain the infrastructure. 

Essential Functions and Duties:
  • Manage the day-to-day operations of the department including assigning or re-directing crews or contract staff to work sites with emergency conditions or high-profile projects.
  • Provide internal updates on current and past vegetation management activities and programs across all District maintained facilities.
  • Manage personnel requirements, monitor workloads, hire, terminate and provide guidance to department personnel.
  • Review and approve contract specifications, contract bids, contractor payments, and mediate contractor disputes and questions.
  • Review and make recommendations on project plans designed by the District, external developers or other public agencies that have an impact on vegetation or other aspects of maintenance.
  • Manage the department's budget. Determine the annual budget requirements, manage expenditures and provide budget updates to senior management.
  • Review and approve new equipment requests, vendor payments and internal orders for supplies from the District's distribution center for the service center facilities.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Education:

  • Bachelor’s degree in natural resource management, or a vegetation management related field from an accredited college or university

Experience:
  • Eight (8) years’ experience in field maintenance, natural resource/ vegetation management or a related field 
  • Five (5) years in a supervisory or managerial role

Licensure:

  • Valid Class "C" Texas Driver’s License

Knowledge Skills, and Abilities:
  • Excellent verbal & written communication skills. Can convey complex technical concepts to both technical and non-technical stakeholders, including community members, government officials, and the public in a clear and understandable manner.
  • Excellent organizational skills with the ability to multi-task, prioritize requests, and communicate effectively in a deadline-driven environment.
  • Strong problem-solving and decision-making skills.
  • Excellent management skills. Can manage and lead a large department in an office and field environment.
  • Leadership skills in mentoring and fostering a team environment working towards a shared goal.
  • Strong skills using Microsoft Office applications (Outlook, Word, PowerPoint, Excel, TEAMS, SharePoint, etc.).

  • Frequent stooping, bending, reaching, lifting and carrying of items up to 11 pounds and occasional lifting of up to 20 pounds.

  • Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditions and noise levels.
  • When at field locations, may be exposed to significant levels of heat, cold, moisture, air pollution, wind and dust, wildlife and flying/walking insects, vibration and/or noise in excess of 85 decibels. 

Employment may be contingent on passing a drug screen and meeting other standards.
