Harris County is Hiring a Clerk II Near Houston, TX

About Harris County Community Services Department:

This office is focused on addressing the housing, infrastructure and public service needs of the low to moderate-income community in Harris County. This is accomplished through a process of securing and managing grants from the U.S. Office of Housing and Urban Development (HUD) and partnerships with other government and non-profit agencies, resulting in a variety of programs, projects, and services.

Clerk II Overview:

Screens clients for eligibility for Community Impact Case Management services. Collects documents and explains the intake and eligibility process. Processes requests for emergency assistance and provides referrals to community resources to meet basic needs. Performs field duties to include delivering checks, letters, The Case Aide interprets both division and departmental policy and assures essential needs of clients are met by collaborating with applicable community agencies.

Duties & Responsibilities:

  • Interview and begin client eligibility process for Case management services and unmet basic needs through the completion of a screening

  • Request rental assistance and housing vouchers (when applicable).

  • Completes follow-ups with clients (when necessary).

  • Provide clients with community resources to assist with unmet needs.

  • Enters information in the database including demographic information, case notes, assessments, emails, reports etc. in addition to assisting with data quality.

  • Interacts with landlords and apartment office personnel.

  • Requests rent reasonableness determinations and tracks inspections.

  • Establishes and maintains effective working relationships with co-workers, administrators, staff from partner agencies and the general public.

  • Assists department following disasters

  • Performs other duties as assigned.

Education and Experience:

  • At least sixty (60) hours of college or an associate degree,

OR

  • A minimum of two (2) years' experience in casework or social service work.

Licensure:

  • Valid Texas driver’s license (upon hire)

Knowledge, Skills, and Abilities:

  • Must possess good customer service skills.

  • Knowledge of Microsoft Office including but not limited to EXCEL, OUTLOOK, and Power Point.

  • Must have good written and oral communications skills, in addition to math skills.

  • Possess the skills to draft correspondence and chronologically document files.

  • Word processing skills and the ability to learn applicable software programs are required.

  • Possess the skills to maintain quality control over work assignments.

  • Ability to read and interpret regulations pertaining to the administered programs.

  • Knowledge of Homeless Management Information System (HMIS)

Position Type and Typical Hours of Work:

  • Full-Time | Grant Funded

  • Monday Friday | 8:00 a.m. – 5:00 p.m.; weekends (if necessary)

Work Environment:

  • Cubical workspace

  • Must follow Harris County and CDC guidelines for COVID19

Physical Demands:

  • Some sedentary work, driving to complete field work including driving a Harris County vehicle.

  • Home visits.

  • In-field work.

  • Conduct out of office tasks such as home visits, land lord visits, bus pass delivery, and other tasks

  • Attend out of office meetings and trainings

  • Climb stairs and exposed to outside elements

Employment may be contingent on passing a drug screen and meeting other standards.
