Harris County is Hiring a Chief Resilience Officer Near Houston, TX

About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.  

Chief Resilience Officer Job Summary:

Harris County Flood Control District is seeking an experienced, motivated, and resourceful leader for the role of Chief Resilience Officer.
Reporting to the Executive Director, the Chief Resilience Officer is responsible for the identification and planning of public projects in support of the District’s mission, goals, and objectives with a specific focus on resilience. The candidate will work closely with external partners, such as municipalities, County departments, TxDOT and others, to incorporate or account for their projects in the District’s capital improvement plan while supporting the pursuit of partnership funding and grants at a local, state, and federal levels.

The Chief Resilience Officer is also responsible for overseeing the District’s efforts related to the County’s first “Flood Resilience Plan.” The candidate will also be responsible for devising the most effective and efficient methods to integrate resilience into District’s programs and projects, in collaboration with a cross-functional team of Division Directors, Managers and staff.

Essential Functions and Duties:
  • Provide leadership and direction for a multi-faceted, cross-functional, and diverse team responsible for developing, evaluating, supporting, convening, executing, and managing flood resilience efforts.
  • Responsible for convening discussions and identifying opportunities for integrating resilience into ongoing District efforts and capital projects with other Flood Control District staff.
  • Support pursuit of partnership funding and grants in coordination with Chief Partnership and Programs Officer at the local, state, and federal levels to implement priority initiatives.
  • Develop and oversee resilience-specific indicators and metrics.
  • Represents the Executive Director and the Flood Control District and serves as a primary point of contact for flood and climate resilience efforts.
  • Coordinate with Flood Control District departments to provide input into capital project planning to increase the resilience of impacted communities.
  • Build relationships with Flood Control District and County staff, state and federal government, non-profit sector, community associations, and other stakeholders, contractors, and constituents.
  • Develop and manage programs to achieve climate resilience throughout the County by addressing vulnerabilities resulting from climate hazards including but not limited to extreme heat, drought, flood, wildfires, and sea level rise.
  • Lead development of a Climate Resilience Initiative for the Flood Control District that establishes climate resilience goals and a framework for cross-departmental and external coordination to achieve these goals, in coordination with Harris County.
Additional Responsibilites and Duties:
  • Serve as point of contact for external consultants and oversee work as they provide support to the Flood Control District and the resilience team, as appropriate.
  • Prepare budget information on a yearly basis determining needs for the division, as appropriate.
  • Review and approve personnel time records.
  • Perform regular personnel reviews and recommend/implement adjustments.
  • Ensure personnel compliance with Flood Control District policies and procedures concerning execution of duties and job performance.
  • Establish and promote continuing education and training for personnel.
  • Hold team members accountable for their work, including ongoing team meetings, one-on-one conversations, status reports and other appropriate communications.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Education & Experience:

  • Master's degree in engineering, urban infrastructure planning, architecture, public administration, water resource management, or closely related field
  • Three (3) years of relevant experience in public works, urban design or infrastructure planning, public administration, water resource management, engineering, closely related fields 

 OR

  • Bachelor’s degree in engineering, urban infrastructure planning, architecture, public administration, water resource management, or closely related field
    • Equivalent experience AND evidence of exceptional ability may substitute for education
  • Ten (10) years of relevant experience in public works, urban design or infrastructure planning, public administration, water resource management, engineering, closely related fields 

WITH:

  • Five (5) years of supervisory and leadership experience 
Knowledge Skills, and Abilities:
  • Possess knowledge of technical principles related to floodplain management, flood risk reduction projects, urban planning, and resilience.
  • Requires solid knowledge/understanding of Federal, State, and local legal frameworks related to drainage and floodplain management, urban planning, resilience, and community development.
  • Proven ability to create and implement strategic plans.
  • Possess excellent organizational and managerial skills.
  • Possess excellent verbal and written communication skills including presentation, grammar, and writing skills in order to communicate effectively inside the District as well as with stakeholders and general public.
  • Demonstrated ability to lead and manage a diverse set of activities in support of strategic objectives.

Experience

  • Municipal planning and/or local government experience. (preferred)
  • Experience creating community plans, including but not limited to resilience plans, climate resilience plans, drainage plans, municipal comprehensive plans, infrastructure-related plans, hazard mitigation plans, and special purpose plans with community support. (preferred)
  •  Experience in pursuing and managing funding and grants at the local, state, and federal levels to implement priority initiatives. (preferred)

Licensure:

  • Valid Class "C" Texas Driver’s License (preferred)
