Join Our Team! Hamilton County Emergency Management & Homeland Security Agency (EMHSA) is seeking an individual to fulfill the role of Mass Care Coordinator. Hamilton County EMHSA is a progressive county-level Emergency Management Agency operating in Cincinnati, OH that focuses on all-hazards emergency management for a diverse county with urban, suburban, and rural populations. In addition to salary (starting at $59,400/year), a stipend is also provided for each weekly on-call rotation served throughout the year. Applicable professional development is also supported and funded by the Agency. Professional development opportunities are based on Agency availability and may include applicable certifications (e.g., OCEM and CEM), pertinent trainings and conferences (local, state, and federal including the Emergency Management Institute) and involvement in emergency management associations and programs (e.g., IAEM, EMAO, EMAP).
Duties for this position includes:
The coordinator-level position will be responsible for supporting the county’s mass care efforts by working with our partners and the public as part of our Preparedness Division. This includes assessing the county’s mass care capabilities, supporting the county’s Community Organizations Active in Disaster (COAD), working with local jurisdictions to identify mass care sites, and promoting preparedness actions to local residents and businesses. Specific duties include:
Assess Hamilton County’s current mass care capabilities by identifying areas where improvements and further development are needed and developing a strategic plan for addressing missing elements.
Support efforts to form and sustain a coordinated working group of public, private, and nonprofit organizations involved in disaster preparation, response and recovery. As part of this, coordinate with same partners to develop a cadre of volunteers who can support local disaster response and recovery efforts to include their members/volunteers, county employees and other relevant groups.
Work with local jurisdictions and nonprofit organizations to identify and establish working relationships with potential mass care shelter locations.
Identify, acquire, and maintain mass care resources to supplement existing capabilities.
Coordinate with government personnel, nonprofit and private sector partners to identify emergency assistance resources and developing agreements for accessing resources during an emergency.
Support the development of exercises to test the county’s mass care capabilities.
Promote preparedness activities at community outreach events and utilize multiple online platforms to share preparedness actions and other emergency management related information with residents and businesses in Hamilton County
Monitor the county for potential hazards and support local and county incident management on behalf of the Agency. Participating in activations of the County Emergency Operations Center. Learning and fulfilling multiples roles in the EOC and supporting other members of the EOC team in completing their duties during an EOC activation.
Participation in On Call duty officer rotation as required. On call rotation is required of the position.

Regular and reliable attendance during regular scheduled days and work hours.
The preferred candidate will have a minimum of three to five years of experience working with emergency management, social work or human services, or nonprofit organizations.
The preferred candidate will have a bachelor’s degree and have completed FEMA’s Independent Study courses IS-100.c, IS-200.c, IS-700.b, IS-800.d, and IS-405.
Ideal Qualifications:
The ideal candidate will have knowledge of relevant federal and state laws to include the Robert T. Stafford Act, Sandy Recovery Improvement Act (SRIA) of 2013, Homeland Security Act of 2002, Homeland Security Presidential Directive 5, National Presidential Security Directive 8 and others; National Incident Management System and the Incident Command System and how to implement and apply these concepts within an organization’s context; FEMA’s National Preparedness Goal, National Mass Care Strategy and Shelter Field Guide (FEMA P-785).
The ideal candidate will be skilled in communication and writing, using common office equipment and software including personal computers and the Microsoft Suite.
The ideal candidate will have the ability to develop positive working relationships with external partners including local jurisdiction leadership, nonprofit and private sector partners; develop agreements or memorandums of understanding; troubleshoot problems and think creatively about solutions; and organize and manage their time effectively.
Other Qualifications:
After one (1) year of employment, must have successfully completed the FEMA Professional Development Series
A valid Driver’s License is required from state of current residency (OH, KY, IN).
Licensure and Certification Requirements:
Ohio Certified Emergency Manager within two years
Certified Emergency Manager within four years
Working Conditions:
Work is performed primarily indoors in an office setting. The noise level in the work environment is low to moderate. While performing the duties of this position, the employee may be required to travel. On call duty required on a scheduled and no notice basis.
