Job Description for Agriculture Specialist
Code # 21271 - Grade 16
Nature and Purpose of the Position:
The primary objective of this position is to bring the Hamilton County Conservation District to the forefront of agriculture in Hamilton County. The Agriculture Specialist will be responsible for developing and implementing the District’s agriculture program. The primary responsibilities include assisting landowners with conservation and natural resource technical assistance, assisting with the educational/outreach aspects of agriculture and natural resource conservation management and promoting the Hamilton County Conservation District programs by maintaining and improving partnerships and working relationships within the agricultural community.
The employee occupying this position is responsible to the Board of Supervisors and shall be subject to the direction of the Executive Director.
Responsibilities:
% Time Illustrative duties (% may vary as program develops)
40% Develop and implement the District’s agriculture program to serve the conservation needs of Hamilton County’s traditional/non-traditional producers and landowners.
  • Compile an inventory of traditional and non-traditional agricultural practices in Hamilton County.
  • Research and conduct surveys of traditional and non-traditional agriculture in Hamilton County.
  • Develop and maintain relationships with agricultural partners in Hamilton County.
  • Identify opportunities to promote and support Urban Agriculture in Hamilton County.
  • Actively seek opportunities for outreach and the promotion of the District’s agriculture program.
  • Meet with landowners and producers to determine needs.
  • Write news articles as needed or assigned by the Director for the district newsletter, social media, etc.
  • Update and help maintain appropriate webpages on the District website.
  • Assist and conduct technical workshops, educational programs, and events for landowners, producers, contractors, officials, etc.
  • Assist with the development of educational materials for landowners and producers in both electronic and paper formats.
20% Administer the technical assistance programs for the District.
  • Respond to technical assistance requests for drainage, erosion, ponds, and natural resources conservation management as it relates to agricultural practices.
  • Maintain accurate records of all aspects of assistance.
  • Create and assist with Nutrient Management Plans.
10% Coordinate and assist USDA-NRCS with conservation related federal Farm Bill programs.
  • Maintain accurate and up to date knowledge of all available programs.
  • Connect with landowners and promote information pertaining to federal programs.
  • Develop professional working relationships with contractors, producers, and landowners.
  • Conduct inspections of conservation practices after installation.
10 %Implement the Ohio Department of Agriculture H2Ohio program.
  • Promote the H2Ohio program to landowners and producers.
  • Enroll and assist producers in H2Ohio Program.
10% Promote soil fertility testing and aid residents in understanding soil fertility testing results and soil health.
5% Conduct local aspects of the Ohio Department of Agriculture pollution abatement program.
  • Investigate all pollution abatement calls, complaints, and concerns.
  • Provide landowners/involved parties with recommendations of best management practices that offer solutions or improvements to pollution issues.
  • Maintain and organize all documentation for proper reporting of pollution abatement complaints.
  • Work with the Board, Director, and Ohio Department of Agriculture Program Specialist for any assistance needed in implementation, enforcement, and reporting.
5% Maintain records of activities and contacts. Develop reports for the Board of Supervisors (monthly and additional as needed).
Other duties as required by the Board of Supervisors.
Job Qualifications:
  • A bachelor’s degree in agriculture, natural resources, or a science related field of study, with preference given to those with additional agricultural certifications
  • Ability to communicate in a professional, accurate, and enthusiastic manner
  • A direct working knowledge of conservation issues as they apply to soil and water
  • Ability to work well within a team, to respect and support the initiative of others, to communicate in a timely and candid manner
  • Comfort level in working outside in inclement weather conditions, over uneven terrain, with possible exposure to various insects, plants, and animals
  • Organizational and time-management skills with self-motivation
  • Basic computer skills that include Microsoft Office; knowledge of GIS a plus
  • Ability to lift at least 25 lbs
  • Availability on some weekends and evenings
  • Maintaining a valid driver’s license and insurance
Administration:
The salary range for this position is $28.56-$37.13 per hour commensurate with qualifications and experience. This is a permanent full-time position with health benefits and participation in the OPERS retirement system. Hourly recordkeeping shall be reported to the Executive Director on a bi-weekly basis.
Work Schedule:
Five eight-hour days (7:30a - 4:00p) with occasional weekend and evening events and meetings.
