Starting Salary: $26.00 per hour

Requirements (Education, Experience, Licensure, Certification):
  • Bachelor's Degree and 3 or more years of JCMS Application experience and 1 year of JCMS Administration.1 year experience in a supervisory or project leader role.
  • Must be familiar with Juvenile Court's JCMS change request process.
  • Must be able to test JCMS changes in the development environment to ensure application modifications are complete and working as expected.
  • Very Proficient with MS Word and Excel.
  • Experience with Corel PaintShop Pro.
  • Ability to trouble shoot minor PC issues.
  • Must be able to interpret email generated error messages pertaining to JCMS batch processes.
  • Must possess a valid Driver License and maintain Auto Liability Insurance
Preferred Qualifications:
  • More than 10 years of Court-related work experience.
  • Experience with Zoom Download process.
  • Diversion, Equity and Inclusion experience.
Special Working Conditions and/or Hazards:
  • Employees work indoors and are protected from weather conditions or contaminants, but not necessarily occasional temperature changes.
Job Duties:
  • Analyzes, designs making specific determinations about system requirements and interdependencies to streamline solutions for information processing problems and to make recommendations which yield a more efficient and cost-effective system.
  • Ensures programs are meeting defined needs; monitors and manages the agency's system design.
  • Tests new programs and current systems to ensure that logic and syntax are correct and that program results are accurate.
  • Provides leadership to the Case Management Analyst role.
  • Establishes and manages appropriate performance measures.
  • Applies resource management techniques.
  • Provides coaching, mentoring and direction to staff to enable them to perform at their best.
  • Effectively addresses performance issues in a timely manner.
  • Assigns and manages projects for the case Management Analyst.
  • Identifies and solves system and user issues.
  • Reviews and filters requests for assistance through email, JCPT request application, JCMS Change request system and/or other communication methods.
  • Provide training and assistance for court staff with JCMS issues.
  • Manages documentation of business rules, requirements, configurations, and troubleshooting processes.
  • Responds promptly and professionally to debug reports.
  • Assists the Help desk in answering JCMS related concerns.
  • Processes RFCA requests for new and existing employees.
  • Manage user account access for external users of the JCMS application and JCMS Web tool.
  • Also responsible for maintaining user account application documentation and timely annual review of all user access.
  • Manages portions of agency's database system (e.g., updates and changes system fields; sets up preventative maintenance schedules; tests for accuracy; assists administrative personnel in establishing goals and developing plans.
  • Manages, updates, and advises on the configuration of the agency intranet (Juvweb) and other web-based applications as required.
  • Contacts vendor(s) to obtain information for software requirements and investigates and resolves problems.
  • Also train and monitor Redaction IDShield software.
  • Represents the Court relative to I/S matters in County meetings, groups, organizations. vendors and in communication with other organizations as assigned.
  • Maintains professional relationship with vendors.
  • Maintains familiarity with and follows Court/County/State procurement/vendor management policies and practices.
  • Recommends best solutions considering cost and benefit.
  • Performs other duties as administratively assigned.
  • Demonstrates regular and predictable attendance.

  • Must possess project/process management skills/abilities, which include: Ability to manage assigned projects and resources efficiently and within assigned timeframes.
  • Must possess written and oral communication skills/abilities, which include: Ability to communicate appropriately, efficiently and effectively with staff at all levels of the Court and contract personnel; Ability to clearly and effectively communicate information regarding the status of a project to all relevant parties.
