Job Description
SUMMARY:
Under the direction of an assigned supervisor, research, review, implement, administer and coordinate benefit and workers' compensation programs for all active and retired employees according to district policies and procedures, labor agreements, federal and state law and Education Code. Perform a variety of paraprofessional administrative duties involving integration of federal and state mandates as appropriate; provide a variety of technical information and assistance to employees and retirees regarding fringe and applicable mandatory benefit programs.
ESSENTIAL FUNCTIONS:
  • Implement, administer and coordinate the fringe benefit program for classified and academic employees, including retirees, according to district policies and procedures, federal and state law, and applicable tax law and employee labor agreements.
  • Enroll and process eligible personnel in district insurance plans such as medical, dental, life and disability insurance plans.
  • Analyze, research, and provide input on benefits each year to compare competitiveness/cost to market.
  • Assist in development and maintenance of Wellness programs in collaboration with vendors that will improve the overall health of employees and potentially reduce benefit costs.
  • Orient employees regarding the fringe benefit program; provide a variety of technical information regarding health, dental, life and long-term disability insurance, retirement benefits and tax shelter programs to employees; assist employees concerning eligibility rules or requirements. Generate bulletins, benefit newsletter and other memoranda as changes occur or needs dictate.
  • Review, recommend, and implement new district procedures and develop forms related to benefit programs. Design and coordinate training programs, written materials and forms to provide guidance to all staff related to benefit programs.
  • Prepare, maintain and process a variety of documents, such as workers' compensation claim forms and reports, enrollment and change materials, life and disability claim forms, COBRA, HIPAA, and other benefit forms and information, ensuring compliance with applicable rules and regulations; calculate and prepare premium statements and authorize insurance warrants.
  • Monitor status of disabled employees and coordinate applicable fringe and leave benefits; track and monitor workers' compensation claims and status to ensure efficient and cost effective claims processing. Conduct preliminary investigations and consult with claims administrator. Develop return-to-work arrangements for injured employees.
  • Handle sensitive and confidential information relating to employees.
  • Answer questions, research, analyze, and provide information to insurance representatives, government agencies and employees regarding fringe benefits programs and workers' compensation, policies and procedures. Provide insurance claims and contract interpretation assistance; specialized knowledge required to respond to and assist employees in resolution of complaints and problems with insurance providers.
  • Process necessary employee voluntary payroll deduction changes in accordance with applicable eligibility rules/regulations.
  • Reconcile and audit billings from insurance companies.
  • Coordinate communication with other district departments and personnel, insurance companies, health organizations and governmental agencies; maintain communication with retired employees regarding benefits; compose correspondence independently or from oral/written direction; receive and make telephone inquiries to obtain, verify and provide information as necessary.
  • Prepare and maintain a variety of records, files and reports and surveys related to the fringe benefit and workers' compensation programs; submit reports for fringe benefits and workers' compensation as requested; receive, process and record employee's personal pre-payments for insurance coverage while on leave or COBRA, etc.
  • Prepare benefit information and materials for open enrollment; conduct meetings for open enrollment coordinated with all benefit provider representatives; process open enrollment changes. Plan and implement special functions, presentations and programs. Attend Fringe Benefit Committee meetings and respond to inquiries and requests.
  • Remain current on developments, law, tax issues and technical changes to employee benefits and tax sheltered annuities; attend meetings and seminars and review current literature. Responsible for communicating relevant issues to employees and staff.
  • Operate word processing, database, spreadsheet and other software programs. Using a personal computer, code and enter employee data to database system from documents, forms and records. Retrieve data and extract reports and statistical information on various employee records information for preparation of reports and benefit billings. Prepare web site pages.
  • Operate a variety of office equipment and machines such as a personal computer; typewriters, calculators and copiers.
  • Order benefit forms and supplies as needed.
SECONDARY FUNCTIONS:
  • Train and provide work direction to part-time staff.
  • Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.
  • Maintain currency of qualifications for area of assignment.
  • Perform related duties as assigned.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
  • Federal and state benefit laws, and tax regulations.
  • Employee benefits and insurance programs and procedures.
  • Technical aspects of policies and laws necessary to process benefit-related documents and respond to all inquiries.
  • Methods of auditing insurance billings.
  • Modern office practices, procedures and equipment, including telephone techniques and etiquette.
ABILITY TO:
  • Administer and coordinate benefit and workers' compensation programs for classified, academic and retired employees according to district policies and procedures.
  • Interpret, apply and explain technical information, rules, regulations, policies and procedures requiring extensive knowledge of benefits administration.
  • Exercise discretion and independent judgment in accordance with district policies and procedures.
  • Operate a personal computer including various software packages (e.g. word processing., spreadsheets, databases, etc.) used in assigned area to enter and retrieve data using keyboarding skills in an efficient and effective manner consistent with requirements of the position.
  • Communicate effectively both orally and in writing.
  • Work independently with little direction; plan and organize work to meet schedules and timelines.
  • Establish and maintain cooperative and effective working relationships with others.
  • Train and provide work direction to others.
  • Make mathematical calculations quickly and accurately.
  • Understand and follow oral and written directions.
  • Analyze situations accurately and adopt an effective course of action.
  • Maintain records and prepare reports.
  • Work confidentially with discretion.
EDUCATION: Graduation from high school or equivalent supplemented by formal training in benefits or human resources.
EXPERIENCE: Responsible experience in benefits administration or a related field.
WORKING CONDITIONS: Typical office environment, subject to constant interruptions and frequent interaction with management, faculty, staff and the public.
