Grey Street Consulting, LLC is Hiring a Human Resources Specialist Near Washington, DC

Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Resources operational support services to Federal civilian and defense agencies, is seeking to hire a Human Resources Specialist to support our clients within the National Institute of Health, Clinical Center.

NIH is located in Bethesda, MD and this position will be performed in a remote capacity. Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future.

Essential Duties and Responsibilities

Strategic Staffing and Recruitment

  • Participate in strategic recruitment meetings with Human Resources Staff, Clinical Center Administrative Officers, and CC Hiring Managers when contemplating a new position or filling a vacancy, department reorganizations, or promoting staff. The actions could be in Title 5 or Title 42.

· Offer insights into Position Description classification, job analysis, minimal qualifications and specialized experience, selective factors, and rating assessment questions to identify the most qualified applicant pool.

Advisory and Liaison Services

  • Participates in joint senior leadership meetings with the CC Office of Administrative Management and the Client Services Division Branch E, to review the status of HR recruitment activities. Helps facilitate the timely processing of actions.

· Advises CC staff on developing/maintaining a Human Resources toolkit for Hiring Managers.

· May conduct training sessions for CC staff on Title 5 recruitment processes and other special hiring authorities.

Technical Writing

  • Develop position descriptions for newly established positions to assure the job series and position content accurately reflects the requirements of the position.
  • May compose job analyses, selective factors, minimal and specialized job qualifications for positions to assist in the hiring process.
  • Assist in the preparation of packages for special pay authorities such as Title 38 Special Pay Rates and requests for Direct Hire Authority in specific occupations.
  • Provide managers and employees with information and interpretations of the agency’s classification, compensation, wage administration and position management procedures, practices, policies and guidelines, including the effective use of automated classification tools.

Job Requirements and Experience

  • Bachelor’s degree in Human Resources, Organizational Development, or a related discipline; ten (10) years of specialized experience.
  • Master’s Degree in an administrative field is preferable.
  • Strong communication skills, both oral and written.
  • Excellent analytical, organizational, and time management skills.

· Capability of learning additional software that may be required for the position.

ADA Requirements

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position.
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.
