 Program Manager - Facility Manager 

Location: San Antonio, TX 

Relocation: Negotiable 

GoldenWolf, LLC seeks a highly organized, detail-oriented, and motivated DHA?Enterprise Sustainment Management System (ESMS) Senior Program Manager.

The?DHA Enterprise SMS Senior Program Manager provides Senior-level program support for a comprehensive DHA BUILDER sustainment program. He coordinates directly with the DHA ESMS Program Manager, DHA Facility Enterprise Leadership, regional team members, and Facilities Departments/Divisions at the designated Activities. The BUILDER SMS is a web-based software application developed to help engineers, managers, and technicians decide when, where, and how to maintain building infrastructure best. The BUILDER SMS program uses collected BUILDER SMS data and information about condition, functionality, and remaining service life to help develop short and long-range plans based on sound investment strategies and budget constraints coupled with input from the regional managers, technicians, engineers, and facility managers within the specific Area of Responsibility (AOR).

Essential Functions: 

  • Provide program-level support for a comprehensive BUILDER sustainment program and coordinate directly with DHA leadership, Regional Facilities Divisions, and Activities.
  • Lead and coordinate a diverse team of AOR Managers, BUILDER Engineers, BUILDER Technicians, Analysts, and Database Management specialists.
  • Maintain currency of facility database and inventory, the performance of condition assessment activities, and associated QC. 
  • Develop and track comprehensive contract work plans that direct all work to be accomplished for the full fiscal year. 
  • Establish benchmark goals and report contract work plan progress through various metrics monthly, quarterly, and yearly. 
  • Work directly with team analysts to develop, publish, and maintain BUILDER dashboards that map DHA enterprise performance as directed by DHA Facility Enterprise Leadership.
  • Coordinate with team developers on in-house developed applications that seek efficiencies in BUILDER sustainment. 
  • Coordinate travel to remote sites within the US and overseas locations to assess Real Property in accordance with BUILDER guidance to determine operating efficiency, capacity, and remaining life expectancy.
  • Travel is required - 25% travel monthly is typical (periodically up to 50% possible depending on project needs)
  • Ability to utilize a computer, IPAD, and/or tablet to access and update proprietary software daily and when traveling.
  • Serve as a Subject Matter Expert (SME) on DOD Organizational Structure, Requirements Development, Healthcare Facility Management, Military Treatment Facility (MTF) Operations & Maintenance Procedures, MTF Engineering Services, and DOD BUILDER Sustainment Management System Implementation and Management.
  • Maintain currency of facility database and inventory, the performance of condition assessment activities and associated QC, develop and coordinate enterprise and regional work plans, and coordinate all sustainment activities across the entire DHA Facility Enterprise.
  • Serve as a SME and Master Trainer in BUILDER sustainment practices.
  • Participate in Area of Responsibility (AOR) project development by providing analytical data and guidance related to BUILDER work plans.

Duties/Responsibilities: 

  • Provide comprehensive oversight of the DHA ESMS Program.
  • Coordinate reviewing and validating work plan items, translating them into executable work packages for DMLSS-Facilities Management (FM).
  • Plan, coordinate, and execute BUILDER/ESMS inventory condition assessments for facilities added to the client portfolio and those that must be aligned with the DHA BUILDER Reference Guide (BRG).
  • Plan, coordinate, and oversee the implementation of BUILDER/ESMS section updates.
  • Ensure accurate BUILDER data collection to reflect field observed conditions accurately.
  • Coordinate activity within a matrixed organization of engineers and field technicians.
  • Establish and lead weekly team meetings.
  • Coordinate team schedules across all AORs and work within the GoldenWolf team and the DHA BUILDER/ESMS organization to effectively meet stated DHA enterprise goals.
  • Ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
  • Work collaboratively within the organization to support our client's interests and needs and broaden GoldenWolf's business base.
  • Communicate and collaborate with marketing and proposal teams to provide technical and project-related information required to promote and gain new projects, programs, and systems if necessary.
  • Performs other related duties as assigned.

Requirements

 Required Skills and Abilities:

  • Strong analytical thinking and critical thinking skills are imperative.
  • Able to understand and work with new technologies and iOS applications and provide feedback to software developers from field and management perspectives.
  • Demonstrated experience working within a team structure and autonomous/individual work environments to achieve contract goals.
  • Able to work independently.
  • Demonstrated ability to work in a dynamic, fast-paced environment.
  • Demonstrated ability to deliver measurable and detailed results under aggressive deadlines.
  • Demonstrated ability to effectively lead a team of remotely located personnel.
  • Demonstrated ability to communicate concisely with client and company leadership on assigned projects and work issues.
  • Ability to develop innovative strategies that effectively and efficiently achieve contract goals.
  • Ability to produce detailed and comprehensive technical reports and presentations.

Education and Experience: 

  • Bachelor's Degree (minimum) in Business or Engineering.
  • Minimum of 5 years experience in either project or program management.
  • DOD Project management experience preferred.
  • 5 years of technical experience with Real Property Systems; Mechanical, Structural, and Electrical required.
  • Experience in Healthcare Facility Management preferred, and/or experience in Military Treatment Facility (MTF) preferred.
  • Experience with Facilities Operations & Maintenance Procedures and DOD BUILDER Sustainment Management System Implementation and Management a plus.
  • Experience in the construction and/or facilities management fields is required.
  • Experience working with government organizational structures, processes, and procedures is preferred.
  • Demonstrates experience creating comprehensive reports with engineering-based recommendations.
  • Demonstrates experience with databases and data management.
  • Experience developing topic-specific presentations and/or ability to lead conferences, set agendas, and build content for presentations and/or training.

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Extensive walking through a facility while on-site.
  • Must be able to lift to 15 pounds at times.
  • Must be able to work remotely and on-site as required by the position, client, and/or contract requirements.
  • You may be required to travel up to 25% per month.
  • Must be able to wear personal protective equipment (PPE).
  • You may be required to climb, crawl, and crouch to access equipment.

Work Environment:

The work environment can include mechanical rooms and industrial settings. ?Work location varies, and employees may be required to travel in the continental CONUS and OCONUS areas. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
