Overview

By Light Professional IT Services (By Light) are leading providers of innovative Information Technology (IT) services and communications support to the Department of Defense and Federal Agencies. By Light is looking for personnel to support the U.S Army Installation and Management Command (IMCOM) at Joint Base San Antonio Fort Sam Houston (JBSA), Texas with Information Technology (IT) Risk Management Framework (RMF) support. Support includes IT engineering services in support of the Family, Morale, Welfare and Recreation (FMWR) mission to support the Soldiers and Families at over 80 garrisons and 1,500 MWR facilities throughout the Army. Support consists of design, test, migration, operations, management, evaluation, authorization, scanning, updating, and reporting requirements as it relates to the Risk Management Framework and IMCOM IT systems.

Responsibilities

• Provide professional technical engineering services to the Government as they relate to IT Systems.
• Provide IT technical support in the successful execution and delivery of technology projects.
• Work closely with the customer with specific focus on managing IT project milestones and expectations.
• Create functional and technical documentation that meets the needs of the customer’s systems requirement.
• Produce engineering deliverables, create project plans, and track project progress.
• Adjust plans as needed and take appropriate corrective action to address plan variances.
• Complete technology projects ensuring project disciplines are followed, the appropriate resources participate, review deliverables, appropriate sign-off is received and the project expectations are met.
• Provide technical expertise for technology projects related to the customer’s IT systems.
• Develop and provide technical documents - plans, specifications, estimates, reports, assessments, etc.
• Performs other project management tasks as required.

Required Experience/Qualifications

• Education: Master’s degree in computer science, engineering, or relevant degree. In Lieu of a master’s degree will have a bachelor’s degree and four (4) years of relevant experience.
• Certification: Required at Contract Start. Project Management Professionals through Project Management Institute (PMI).
• Minimum of five (5) years Project Management experience with Army or other DoD organization.

Preferred Experience/Qualifications

• Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
• In-depth knowledge of the seven steps associated with the Risk Management Framework (RMF) and Federal Information Systems Modernization Act (FISMA).

Special Requirements/Security Clearance

• Eligibility to obtain Secret Clearance.
