As a Transportation Operations Specialist (Motor), you will provide nationwide support for the Accident Management Center (AMC) activity to customers and other Fleet personnel on a diverse range of technical, administrative & analytical functions related to the AMC program.

**Duties**

As a Transportation Operations Specialist (Motor), you will perform the following duties:

Organizing and managing vehicle accident case files for specific geographical areas assigned using GSA Fleet Comprehensive Accident Reporting System (CARS) and the Fleet Management System (FMS).

Working closely with other Federal agencies, fleet body shop vendors, and Fleet Management Centers to ensure agency GSA fleet leased vehicles are repaired using GSA Fleet approved vendors. Processing accident case files, reviewing cost estimates from vendors and determining cost effectiveness to the government of repairs. Authorizing repairs to GSA vendors, paying vendors after repair completion and recouping repair expenses from Agency or through GSA Claims Resolution Center if a third party is at fault. Processing case files from cradle to grave, from initial phone report or email from agency of damage to vehicle, to close out of case file after work is accomplished.

Working independently using organizational skills to ensure the administration of all accident and procurement required paperwork in case file is correct and all required documentation is completed as per the Federal Acquisition Regulation. Position requires a Contracting Officer Warrant and maintaining the warrant.

Serves as the point of contact for specific geographical areas for GSA vendors, using agencies, and Fleet Management Centers

* US Citizenship or National (Residents of American Samoa and Swains Island)

* Meet all eligibility criteria within 30 days of the closing date

* Meet time-in-grade within 30 days of the closing date, if applicable

* Register with Selective Service if you are a male born after 12/31/1959

* Must have valid driver's license

If selected, you must meet the following conditions:

* As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.

* Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agencys telework policy.

* Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a **political** Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.

* Serve a one year probationary period, if required.

* Undergo and pass a background investigation (Tier 2 investigation level).

* Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Securitys e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

* Have a valid driver's license

** Qualifications**

The **GS-09** salary range starts at $56,295.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the **GS-07** level or higher in the Federal service. Specialized experience is experience coordinating the repair of fleet vehicles that have been damaged as a result of an accident. Such experience must have included two or more of the following:

* processing accident reports;

* reviewing, analyzing, and maintaining data in an automated logistics or fleet management system;

* reviewing vehicle collision damage to develop repair estimates;

* determining the economic feasibility of repair and making appropriate recommendation;

* reviewing and analyzing fleet and/or accident management operations to assist in developing recommendations for improvement to the program.

OR

Completion of a masters or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. The major study must be in one of the following: accounting, business administration, commerce, economics, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

The **GS-11** salary range starts at $68112.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the **GS-09** level or higher in the Federal service. Specialized experience is experience coordinating the repair of fleet vehicles that have been damaged as a result of an accident. Such experience must have included three or more of the following:

* processing accident reports;

* reviewing, analyzing, and maintaining data in an automated logistics or fleet management system;

* procuring and administering contracts for the repair of damaged fleet vehicles;

* reviewing vehicle collision damage to develop repair estimates;

* determining the economic feasibility of repair and making appropriate recommendation;

* reviewing and analyzing fleet and/or accident management operations to develop recommendations for improvement to the program.

OR

Completion of a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. The major study must be in one of the following: accounting, business administration, commerce, economics, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
