About the role:

Gen3 is looking for a Program Manager for Cybersecurity to assist in the IRS ISSM Vulnerability Compliance and Remediation Program.This program revolves around four key areas: Vulnerability Remediation, Compliance, Asset Management, and Continuous Monitoring. In this position, your responsibilities will include overseeing the program's performance, managing client communication, and handling a budget that surpasses $25 million. 

Location: Hybrid-remote, Washington, D.C. (Remote for the most part with the ability to meet frequently with IRS personnel, at times on short notice, and in person at a to-be-specified PMO Office location.)

What you'll do: 

  • Manage the provision of expertise and services in developing a framework for the ISSM Vulnerability Compliance and Remediation Program. 
  • Oversee the development of a continuous monitoring reporting program to provide status reports on ISSM supported systems/ applications and supported efforts. 
  • Ensure the provision of training and knowledge transfer of all areas and items developed in support of this program. 
  • Assist in the development ISSM Security Measurement (Quantitative) approach to measuring and analyzing security controls implementation and effectiveness at the information system and program levels. 
  • Act as the primary point of contact with the government on contract performance issues. 
  • Provide management, direction, administration, quality assurance, and leadership in the execution of this contract.
  • Meet frequently with IRS personnel/ the Government’s COR. 
  • Act as the responsible party for all deliverables and services provided under this contract. 
  • Hold full management authority for all support for this requirement and personnel assigned to work on this project.
  • Adept at leading teams towards a common goal of successful project completion on time and on schedule.
  • Create project status presentations for delivery to customers or project personnel. 
  • Develop or update project plans including information such as objectives, technologies, schedules, funding, and staffing. 
  • Monitor costs incurred by project staff to identify budget issues. 
  • Monitor project milestones and deliverables. 
  • Plan, schedule, or coordinate project activities to meet deadlines. 

What you'll need: 

  • Bachelor’s degree or equivalent with 8 years of experience.
  • Experience managing federal contracts with a value between $20M and $50M (the expected value of the project is $25M). 
  • Experience with cybersecurity vulnerability and risk assessment programs.
  • Ability to provide the government with weekly and monthly status reports, including staffing and financial updates.

What's desired to have: 

  • PMP Certified Project Manager. 
  • Prior experience supporting the Treasury or Internal Revenue Service or other financial federal agencies. 
  • Knowledge of IRS-related laws, regulations, policies, and guidance, as well as ensuring government compliance. 
  • Experience with privacy engineering, analysis, and assessment; working on and/or managing contracts with privacy compliance responsibilities. 
  • Federal Information Security Management Act (FISMA) familiarity. 
  • Transition-In experience, including the creation and implementation of a Knowledge Transfer Plan (KTP).
  • Knowledge of the Internal Revenue Manual (IRM) of the IRS compliance with Office of Budget Management (OBM) requirements. 
  • Expertise with SharePoint, SPLUNK, and BigFix. 

Expertise in the following disciplines:

  • Vulnerability remediation. 
  • Data taxonomy. 
  • Training. 
  • Asset inventory/management. 
  • Continuous monitoring. 
  • Autonomous reporting. 
  • Privacy Risk Evaluations/Analyses. 
  • Familiarity with NIST Special Publications and Standards. 
  • Experience supervising multiple concurrent 4–6-month assignments.
