GAP Solutions, Inc. is Hiring a Program Specialist Near Bethesda, MD

Position Objective: Provide services as a Paralegal in support of the overall functions of The Office of Technology Transfer and Development for the National Heart, Lung, and Blood Institute.

The candidate will work under the direction of the Director or Deputy Director of The Office of Technology Transfer and Development. The overall responsibilities for the candidate will be comparable to those of a paralegal in a law firm that mostly specializes in patent prosecution and licensing, which typically include aspects of compiling patent applications, proof-reading, filing applications, performing due-diligence searches, tracking critical dates, communicating with various stakeholders, managing all record-keeping, and performing associated administrative tasks. More precisely, the candidate will ensure that all documents received from clients, contract law firms, foreign agents, U. S. Patent and Trademark Office, other countries’ patent offices, and other government agencies have been recorded timely and accurately, and a response to each is promptly returned. The candidate will monitor and follow-up on deadlines associated with the US and foreign patent docket, and will alert OTTAD staff of any coming due, including follow-up, in order to ensure adequate time to respond. The candidate will also help arrange for all patent-related, day-to-day responsibilities are being met under established duties and responsibilities. The candidate will participate in records management activities, including proper entry of documents (paper and electronic) into the official records. Finally, the candidate will be responsible for data retrieval and analysis relating to any and all of the above tasks, and for generating reports communicating the results.

In all activities above, the candidate will exercise discretion and maintain confidentiality while contacting OTTAD stakeholders. The candidate will further ensure that policies and procedures are being followed on a day-to-day basis in relation to assigned duties, including client special instructions and in accordance with established firm guidelines.

Duties and Responsibilities:

  • Work closely with administrative staff who support the operations of the branch; report to and receive guidance from the CDBC supervisory staff assistant.
  • Build travel itineraries for scientists and visiting guests; prepare all documents related to local, domestic, and outside activity travel.
  • Prepare HR packages for personnel appointments and renewals; obtain required documentation from appointees as necessary (i.e., immigration paperwork, degree, reference letters, etc.).
  • Organize, maintain, and update physical and electronic files; ensure that all files are easily accessible to others.
  • Assist in coordinating special projects and meetings on behalf of senior leadership.
  • Process equipment and supply order requests.
  • Keep current on NIH operational policies and procedures.
  • Other duties on behalf of the DIR, as assigned.

Basic Qualifications:

  • At least one (1) year of professional experience (preferred).
  • BS or BA degree in any field (preferred), or additional three (3) years of related experience necessary.

  • Ability to communicate effectively, orally and in writing, with non-technical and technical staff.
  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects.
  • Strong critical thinking and creative problem-solving skills.
  • Resilient personality with a high level of social skills to deal effectively and persuasively at all levels of the organization.
  • Ability to multitask and manage time in a dynamic work environment.
