Fiscal Billing Staff (L30B) Administrative Staff

The following statements are intended to describe the general nature and level of work being performed. They are not intended to be construed as an exhaustive list of all responsibilities, duties and skills required of personnel so classified.

A. Position Summary

Under the direction of the Chief Financial Officer (and/or designee), the Finance Manager is managing certain personnel and offices within the Finance department. This management includes, but not limited to oversite of accounts payable, general ledger, accounts receivable, employee payroll, cash management, procurement, financial statements, grants, contracts, and tax information. Duties also include written and verbal communication with internal and external parties.

B. Essential Duties and Responsibilities

  1. Responsible for hiring, managing and accessing performance of Finance department;
  2. Responsible for preparing, reviewing and presenting the monthly financial statements, key indicator report to stakeholders including the Board of Directors;
  3. Responsible for reviewing, auditing and evaluating Finance department personnel activities;
  4. Responsible for developing, maintaining, reviewing, auditing and evaluating FCCH key indicators;
  5. Ensure compliance with the Financial Policies and Procedures of the Organization;
  6. Attend meetings with management and board members to present, review and discuss financial matters;
  7. Assist in developing and implementing policies, procedures, and process to ensure compliance with regulations and grant requirements;
  8. Interact with auditors, lenders, and agencies regarding Finance department responsibilities;
  9. Assist with overseeing the annual financial audits and other special audits;
  10. Assists with the development and implementation of the annual budgets;
  11. Maintains strictest of confidentiality consistent with First Choice Community Healthcare, Inc.’s (FCCH) Code of Conduct;
  12. Performs other duties, as assigned;

Requirements

C. MINIMUM EDUCATION AND EXPERIENCE

  1. Bachelor degree in finance/accounting or equivalent required. Experience may be substituted at the hiring mangers discretion;
  2. Minimum of three (3) years of financial management experience required;
  3. CPA preferred;
  4. Strong presentation skills preferred;

D. LICENSES/CERTIFICATIONS REQUIRED

E. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

  1. Knowledge of finance and accounting functions, including budgeting, credit, investments, internal controls;
  2. Knowledge of computer systems, spreadsheet and financial systems programs and applications;
  3. Skill in establishing and maintaining effective working relationships with patients, medical staff, auditors, and the public;
  4. Ability to delegate responsibility and authority to staff and work under multiple priorities;
  5. Ability to work creatively with management and department staff to achieve objectives;
  6. Skill in identifying and resolving accounting and financial problems;
  7. Knowledge of management practices to lead assigned staff;
  8. Skill in exercising initiative, judgment, discretion and decision-making to achieve organizational objectives;
  9. Knowledge of clinic's strategic business objectives and employee performance objectives;
  10. Skill in analyzing financial data and preparing appropriate related reports;
  11. Ability to work creatively with management and department staff to achieve objectives;
  12. Ability to work as a team member;
  13. Records maintenance skills;
  14. Ability to develop and maintain filing systems;
  15. Skill in relating organizational objectives to financial policies on costs, fees, credit, etc.;
  16. Ability to communicate effectively and clearly;
  17. Skill in the use of operating basic office equipment;
  18. Ability to follow routine verbal or written instructions;
  19. Ability to maintain confidentiality;
  20. Ability to work both independently and in a team environment;
  21. Ability to develop and present educational programs and/or workshops;
  22. Knowledge of and familiarity with compliance programs, and ability to cooperate fully and comply with laws and regulations;

H. PHYSICAL CHARACTERISTICS/WORKING CONDITIONS

A person in this position has sufficient time to complete most tasks although under pressure depending on patient and organization demands. There are frequent opportunities to relax from any physical exertion or to change position in work activities.

  1. Physical Effort and Dexterity: Good dexterity to operate personal computer, and files. Moderate physical activity. Requires handling of average-weight objects up to 25 pounds or standing and/or walking for more than four (4) hours per day.
  2. Machines, Tools, Equipment required to be operated: Capable of using office machines and personal computers for word processing, data entry and retrieval.
  3. Visual Acuity, Hearing, and Speaking: Must be able to read computer monitor output. Must be able to communicate clearly and accurately for work and safety compliance.
  4. Environment/Working Conditions: Work is mostly inside a clinic in a controlled environment. Normal clinic safety precautions and practices are required. Position may require travel throughout the Albuquerque metropolitan area. Work regularly scheduled Monday-Friday, although weekends may be required to meet deadlines.
