General Duties:

Lead the proposal development team to ensure timely and precise delivery of all proposals by interfacing and coordinating with multiple divisions across the organizations.

Essential Job Functions:

  • Manage the development of the proposal process, structure, format, competitive strategies and analysis;
  • Develop and manage proposal schedules and deadlines, define and implement proposal compliance matrices and outlines, monitor proposal progress, coordinate internal reviews and approvals, and manage proposal databases;
  • Develop and manage proposal pricing, Integrated Master Plans, and Integrated Master Schedule;
  • Coordinate color reviews, including; preparation, scheduling, action item logging, and follow-up. Ensure color team review actions are completed and comments are incorporated into final proposals;
  • Organize and direct proposal meetings, to include oversight of question and answer submissions, from initiation to final RFP responses;
  • Manage the company’s proposal tools, past performance, executive summary and templates databases;
  • Works with the Sales/Capture Leads in understanding the customers’ expectations, requirements, deadlines and budget;
  • Perform technical editing of proposal content to ensure clear, concise, correct, and consistent in style;
  • Use strong organizational and interpersonal skills to support multiple concurrent proposals and new business responses working across the organization;
  • This position requires less than 10% travel;
  • Other duties as assigned


Skills and Experiences:

  • Proven record in preparing compliant, winning proposals with values from $5M - $300M for U.S. DoD
  • A minimum of six years’ experience managing multiple, complex proposals for government solicitations, proposal processes, and administration
  • Market knowledge
  • Proficient with MS Office products, including; Salesforce, PROPRICER and experience with graphic tools
  • Knowledge of engineering tools (requirements tracking, configuration management, design software) an asset.

Education:

  • B.S. in Engineering and equivalent aviation industry experience.
  • Master’s Degree in Engineering or Management and/or P.E preferred
