PROPOSAL MANAGER

The Proposal Manager is responsible for the overall management and leadership of DRG proposals including outlining proposal requirements, timelines, and assigning deadlines for writing and pricing responses in order to achieve technically acceptable responses to solicitation requirements. The Proposal Manager reports directly to the Director of Business Development and has the authority to perform day-to-day operations while ensuring appropriate senior leadership/management stays abreast of issues.

  • Responsible for ensuring all proposal requirements are met and clearly identified in each proposal submission.
  • Oversees the proposal process from start the finish.
  • Manages the proposal coordinator and supporting team to ensure all required elements for a submission or response are covered.
  • Assists with the overall strategy with the business development team.
  • Serves as the primary interface for proposals that require cross functional department support for a given pursuit.
  • Attends conferences or industry days as needed.
  • Assists higher-level employees with writing, organization, and/or pricing regarding proposal response.
  • Performs analysis of solicitation requirement and/or instruction to offeror requirements.
  • Works with the Capture Manager and supporting team to ensure all required elements for a submission or response are covered.
  • Performs commonly used contracting methods and contract types related requests for information submission, draft RFP outlines, and final RFP submissions.
  • Plans and carries out recurring work using established procedures, conferring with the supervisor or higher-level specialists as necessary on technical problems.
  • Perform other duties as assigned.

Qualifications


Bachelor’s degree, 5 or more years of management level experience, 5 or more years of military training support experience. Previous experience with DoD proposals as well as FAR understanding. Military background a plus. Must have skill in problem solving and analysis. Must be customer/client focused and be able to manage projects in a timely manner. Must possess leadership attributes, and have the ability to communicate, verbally and in writing, across functions. Broad knowledge of grammar, proofreading, and technical writing.
