Federal Bureau of Investigation (FBI) is Hiring a MANAGEMENT & PROGRAM ANALYST Near Huntsville, AL

Position: MANAGEMENT & PROGRAM ANALYST, GS-13

Division: IT Applications & Data Division (ITADD)

Unit: Enterprise Data Analytics Section (EDAS)

Location: Huntsville, AL

Working Hours: 8:00am - 4:30pm (Flexible)

Salary: GS-13 $102,267.00-$132,945.00

Full Performance level: GS-13

Number of Positions Available: 1

Duration: Full Time/Permanent

Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.

Mission Statement:

The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

Major Duties:

  • Serve as a financial/budget MAPA for the section, providing oversight and advice to executives, managers, and operational personnel by performing functions which include a broad range of planning, independent research, analysis, and program management functions addressing the most complex issues relative to the Bureau.
  • Review, analyzes, and edits budget estimates and requests for allotments submitted by managers of assigned programs for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.
  • Organize and/or conduct extensive, highly complex, and multi-faceted studies involving a wide variety of administrative/program operations.
  • Monitor and extract data, using Microsoft excel spreadsheets and other software applications to research, verify, and compile appropriate budgetary information.
  • Assist with the budget formation and execution in support of EDAS.
  • Create and track requisitions throughout the procurement lifecycle.

Specialized Experience (SE):

GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:

  • Experience planning and/or conducting special studies related to the acquisition lifecycle.
  • Experience managing multi-year contracts; ensuring that objectives and milestones are established and met in a timely manner.
  • Experience gathering and analyzing statistical information for the preparation of budget estimates, resource justifications, alternative methods of funding, and other budgetary actions.
  • Experience communicating clearly and effectively, both orally and in writing, in order to tactfully advise and guide executive management on division operations and administrative matters.

Desired Skills

Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.

Desired Skills are:

  • Contracting Officer Representative II or III Certification or Federal Acquisition Certification in Contracting (FAC-C)
  • Experience in labor hour, time, and material contract types.
