POSITION SUMMARY:

Responsible for providing leadership and strategic direction for the Human Resources department, ensuring that services are delivered in accordance with applicable policies, procedures, regulatory and professional standards. Serves as a key resource and advisor to the CEO and senior leadership team on HR-related issues and fostering collaboration between departments to support the ongoing development of a talented, engaged workforce. The Executive Director is an active member of the executive leadership team and reports directly to the President and CEO.

DUTIES AND RESPONSIBILITIES:

  • Responsible for the development of and administration of all Human Resources policies and practices based upon current laws and regulations and needs of Family Health Center.
  • Advises and assists the Leadership team in the implementation and problem solving related to Human Resources policies and procedures. Conducts investigations into breaches of Human Resources policies and procedures.
  • Serves as strategic resource to CEO and FHC Leadership ensuring HR policies, practices, and programs are aligned to meet business unit goals and support CEO’s strategic direction.
  • Participates as an active member of the FHC Leadership Team advising and assisting in the development, implementation and problem solving related to Human resource policies, procedures, and practices. Conducts investigations into breaches of Human Resource policies and procedures. Attends all meetings as required.
  • Responsible for the following employee activities: hiring, employee relations, disciplinary actions, grievances, complaints/investigations and terminations. Serves as liaison between staff and management as necessary.
  • Recruits providers and employees for open positions within the organization as requested by Directors. Partners with hiring managers to determine the most effective sourcing methods, and ensures job descriptions are updated.
  • Conducts an overall assessment of talent identifying employee development needs and developing training programs/initiatives to support organizational needs. Works with Directors in assessing individual developmental needs.
  • Stays abreast of changes in human resource laws, regulations and industry best practices making recommendations and/or advising as appropriate to the FHC Leadership Team. Protects the organization from liability.
  • Compiles Human Resources reports and audits data to ensure data to ensure integrity to meet either plan design or federal guidelines.
  • Identifies and recommends process improvements to simplify various human resources processes.
  • Responsible for the standards of Joint Commission as related to the Human Resources function.
  • Responsible for the development and maintenance of the organization's compensation program.
  • Responsible for the development of the annual departmental budget and adherence to the budget throughout the year.
  • Oversees and ensures the compliance with all Consolidated Omnibus Budget Reconciliation Act (COBRA) laws by providing the necessary paperwork to employees when termination occurs, or there is a change in status. Ensures notifications are accurate and timely to insurance carriers.
  • Responsible for overseeing the administration of all employee benefit plans; annually reviews benefit plans and makes recommendations to the President & CEO for benefit changes. Assists Human Resources Assistant with answering benefit related questions for employees.
  • Oversees the coordination of documentation for Family Medical Leave Act (FMLA) and the continued benefit administration during leave.
  • Develops, evaluates and monitors employee orientation program.
  • Remains knowledgeable on current changes within the laws and regulations that pertain to the Human Resources including but not limited to: ADA, FMLA, COBRA, administration of benefit and retirement plans, and laws related to benefit plans as they pertain to payroll; recruitment & hiring, in addition to disciplinary action and termination.
  • Assists the Human Resources Assistant with the orientation program and participates in the program providing an overview of the Employee Handbook with new employees.
  • Responsible for administration of Workers Compensation insurance program by providing all related documentation to the insurance carrier and maintaining communication with employee and medical providers to assist in the recovery of the employee and protect the organization from fraudulent claims. Coordinates and assists with annual workers compensation insurance audit.
  • Serves as the Legal Services Manager, responsible for management and processing of claims involving clinical negligence, employer liability, public and product liability and property damage.
  • Oversees the administration of Verification of Employment inquiries, and Friend of the Court inquiries.
  • Partners with President & CEO in driving cultural change and sustaining progress. Monitors overall employee engagement across the organization and makes recommendations as appropriate.
  • Responsible for the overall direction, coordination, and evaluation of the Human Resources Department.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include recruitment, interviewing, hiring, and training employees, assigning and directing work, appraising performance rewarding and disciplining employees, addressing complaints and resolving problems timely.
  • Other duties as assigned.

QUALIFICATIONS:

A Bachelor’s Degree in Human Resources, Organizational Development, or related field from an accredited college or university is required, but a Master’s Degree is preferred. A minimum of seven (7) years of progressive experience in managing the Human Resources functions is required, or an equivalent amount of education and experience. Active certification as PHR or SPHR is preferred in addition to experience in health care or human service-related organizations.
