Job Title

Position Title: Bilingual Program Supervisor

Location: Office of Family and Community Engagement

Reports to: FACE Assistant Superintendent or their designee

Salary: $81,441- $103,142

Bargaining Unit: OSAS

Benefits Eligible: Yes

Telecommuting Eligibility: Eligible for telecommuting up to 20% (one (1) day per week)

In accordance with the agreement between the Organization of School Administrators (O.S.A.S.) and the Board of Education of the School District of the City of Detroit, Article 6.4, Promotion Procedure, the following vacancy is announced:

Position Summary:

The Program Supervisor provides direct supervision, support, and training to Family and Community Engagement (FACE) staff, particularly those providing direct support to bilingual families throughout the district. The Supervisor oversees the development and expansion of parent programming resources and support, recruits and trains parent leaders to assist with organized outreach and programming. The Supervisor coordinates services with the Bilingual Education Department to ensure compliance with District, state and federal requirements. The Program Supervisor assists with regular community outreach to educate and promote parent involvement in the district via face-to-face, door to door and virtual engagement. This position requires flexible and extended hours at times including working during evening and weekend hours.

Minimum Qualifications:

Education:

  • Candidates must possess and provide evidence of a Bachelor's from an accredited college or university or five (5) years of school and community organizing experience directly engaging stakeholders especially parents and students with Title I funded programs may be considered in lieu of a Bachelor's degree.
  • State and Federal regulations specifically related to parent engagement requirements, parents as partners, parent involvement trainings and workshops, and parent involvement policies; Michigan Department of Education (MDE) onsite local school audits, school improvement planning.
  • Cultural awareness with diverse multicultural communities (Hmong, Arabic Hispanic and/or Bengali communities) and school/culture and climate awareness; Grant compliance, grant implementation
  • Customer service and resolving parent concerns as related to Title I, community outreach, school community relations, school partnerships, community and public affairs.

Experience:

Candidates must possess a minimum of (3) years of experience in an administrative position in parent and family engagement. Candidates with course work or professional development in customer service, organizing, planning and development, school community relations and a commitment to fostering an environment for parents and their children to achieve their optimal potential preferred. Must have experience organizing and executing human service programs within the community and / or in large school districts; familiarity with adult learning theory, delivery of parent training and workshops; experience working within the community across all cultures, track record of success launching new programs and working within a team.

Candidates must also possess the following competencies:

  • Knowledge of ESEA/ESSA as it relates to Title I Parent/Family/School Involvement.

  • Experience with parent leadership, school communities and city wide parental and community involvement events, activities, conferences and developing training and workshops.

  • Experience with working with all communities (such as Hmong, Arabic Hispanic and/or Bengali), in the implementation of parental professional development programs, customer service and parent/community organizing.

  • Demonstrate an understanding of and the value of parent engagement in the education of children in Detroit Public Schools Community District.

  • Must have strong communications and excellent interpersonal skills including a professional, parent/community oriented demeanor, excellent knowledge of grammar and business correspondence.

  • Attendance: Regular attendance is critical. Candidates must have an exemplary attendance record.

Essential Functions:

Under the direction of the FACE Supervisor or designee, the Supervisor will:

  • Oversee and Supervise Staff to achieve district benchmarks.

  • Work collaboratively with the District's Bilingual Department to ensure all families across our district receive services and materials in their language.

  • Fluent in Spanish and possess the ability to read, write and speak the language.

  • Ability to translate material or at an event, in a moment's notice, if needed.

  • Capture, update and report compliance related data for accuracy and accountability of program guidelines, objectives and financial budgets.

  • Demonstrate exceptional time management skills; organized and prioritized high volume of work, to ensure maximum quality and service to families across the District.

  • Supervise Parent Engagement in SW.

  • Support the Development of Parent Advocates to Support Parents with Special Needs Children.

  • Organize regular outreach and communication to bridge the communication gap with bi-lingual families.

  • Support the bi-lingual council to meet compliance expectations for serving bi-lingual families.

  • Expand Parent Academy workshops and support to bi-lingual families.

  • Build a referral support network to assist DPSCD bilingual families.

  • Participate and lead various professional development activities to update knowledge

  • Help coordinate and participate in community outreach including meetings, events, door to door, and other face to face support and intervention.

  • Work with department leadership to strengthen relationships internally and external across service areas.

  • Develop a strong working relationship with the Principal, parent leaders and other stakeholders within the school community.

  • Assist in sustaining / re-developing School Advisory Councils.

  • Lead monthly parent organization and SAC meetings across schools directly supervised.

  • Assist in required Title 1 Meetings, Parent Involvement Policy.

  • Identify and recruit volunteers to support FACE canvassing and other initiatives.

  • Other duties as assigned.

Security Clearance:

Internal Applicants

If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.
