About the Position

The primary function of the CVP Program Manager is to serve as proposal manager and as contributing writer to new business within Dexis' Conflict and Violence Prevention (CVP) practice under its International Development division. The ideal candidate will have experience leading proposal efforts in international development with US Government clients, particularly USAID. International travel, which may include travel to fragile states, may be required. At the start of employment, the primary focus of the position will be business development. Over time, the position will include program management as well.

Under minimal supervision, the CVP Program manager will independently manage day-to-day work activities that are technical in nature within the CVP practice. The CVP Program Manager will collaborate with a broad number of stakeholders to advise on and direct policies and procedures and may liaise with the client directly. The role requires in-depth knowledge and technical expertise in the sector of CVP, a network of CVP professionals, and strong proposal writing skills.

Responsibilities

Business Development:

  • Lead bids as a proposal manager in capture, live, and post-submission phases, including conducting in-country capture, management of proposal teams and deadlines; facilitating strategy development with technical staff; partner identification and negotiations; writing; production; and after-action reviews.
  • Participate in proposal strategy sessions, including proposal positioning, win themes, strategies and approaches, competitor analysis, client intelligence, and key personnel.
  • Leverage networks and expertise to support proposal recruitment.
  • Assist with drafting technical response, including management sections, past performance and personnel sections.
  • Work with the cost and pricing manager to collect cost data.
  • Serve as compliance reviewer for proposals.
  • Actively participate in increasing Dexis' visibility in target industry sectors and markets through networking and participation in industry events and organizations.
  • Coordinate with Dexis' Business Development Support Services (BDSS) to identify and validate relevant upcoming USG funding opportunities through advance intelligence gathering, partner relationships, and other resources.
  • Stay abreast of USAID rules, regulations and priorities and disseminate relevant donor policies and news updates internally to inform BD pursuits and practices.
  • Support implementation of strategic vision for the practice area and division, including building new business pipelines, partner relationships, and identifying/securing new work.

Program Management:

  • Independently manage compliant program administration, to include program administrative reporting, operational procurement, consultant management, allowances, travel administration, financial monitoring, and maintaining trackers and compliant program files.
  • Oversee compliance in project operations, subcontract management, inventory tracking, grants, and supporting hiring and oversight of consultants.
  • Ensure project files are up to date and maintained according to Dexis guidance and policies and manages internal home office and field file audits to ensure documentation is complete.

  • Support start-up and technical and operational close-out of CVP projects.
Qualifications
  • Bachelor's degree in international development, social sciences or related field.
  • 7 years relevant experience including a minimum of four years of business development experience and a successful track record with USAID, Department of State, or other US Government agencies and offices.
  • Ability to lead proposal efforts, with minimal supervision, about complex technical subjects.
  • Exceptional proposal writing skills, including the ability to communicate clearly and concisely and to write for diverse audiences.
  • High proficiency in managing the rules and regulations contained within the FAR, AIDAR, and ADS.
  • Substantive knowledge of USAID assistance and acquisition mechanisms.
  • Strong understanding of generally accepted capture planning principles.
  • Skills in Microsoft Office, particularly in Word (advanced document formatting).
  • Willingness to travel a minimum of four weeks per year.

Preferred Qualifications

  • In-depth knowledge and prior experience with CVP programming.
  • Knowledge of Salesforce.
  • Proficiency in French, Portuguese, or Spanish.
  • Knowledge of the Shipley Model of Proposal Development.
