Job Duties

The Virginia Center for Behavioral Rehabilitation (VCBR) is a behavioral treatment center recognized for its excellence by securely housing and treating civilly committed sex offenders. Through timely, consistent, and fair and equitable program application, VCBR promotes self-recovery and self-determination of committed population. All contact between staff and residents are deemed therapeutic.

The HR Investigator (HR Analyst I) provides day-to-day support of a HR operation that include employee relations, providing guidance, consultation, advice, and resolution to Virginia Center for Behavioral Rehabilitation (VCBR) executive leadership, facility HR director, managers/supervisors, and employees on complex ER and usual workplace matter. Assist with the comprehensive reviews and investigations of complex employee relations cases including recommendation for corrective/disciplinary actions, dispute resolution process, performance management conflict resolution, ADA, interpretation of policies, local, state and federal laws and regulations, to include departmental human resource policies and procedures. This position will also work collaboratively and independently with HR, management and staff to improve services provided to the employees of the Commonwealth of Virginia.

Minimum Qualifications

Knowledge of Human Resource general principles and practices with an emphasis on Employee Relations.

Preferred Qualifications:

Advanced coursework (or degree) in Human Resources or related field. Human Resource Certification (e.g. PHR, SPHR, etc.). Prior experience using personnel data management software applications (PMIS, HRIS, Cardinal, People soft, etc.).
