Qualifications:

The application process used to recruit for this position is the RESUME BASED method. Applicants must show possession of the Executive Core Qualifications (ECQs) and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4: Business Acumen: Ability to manage human, financial, and information resources strategically.

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.


MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.


MTQ 1: Describe your ability to manage and/or oversee large and complex commercial and/or government facilities that handle chemical, petroleum, hazardous and/or radioactive materials and ensure performance and operations expectations are met.

MTQ 2: Describe your ability to establish, implement, manage, or oversee rigorous and effective quality assurance and integrated safety management programs.

MTQ 3: Describe your ability to resolve difficult and or controversial operational issues in a large enterprise organization which provides management and advisory services to a broad spectrum of nuclear and or waste management policy and program operations.

Responsibilities:

The Environmental Management-Los Alamos (EMLA) Field Office Manager's overall mission requires completing the cleanup of the environmental contamination and legacy wastes resulting from nuclear weapons development and government-sponsored nuclear research at the Los Alamos National Laboratory (LANL). This cleanup includes assuring, among other things, site security; environmental, safety and health programs execution; operations program management; and accountability.

The Department of Energy's (DOE) Office of Environmental Management - Los Alamos Field Office is looking for a dynamic, innovative, seasoned executive to lead the Los Alamos Field Office.

As the Manager Los Alamos Field Site you will:
  • Provide overall direction and leadership to the EMLA scope and the activities performed by the Management and Operating (M&O) Contractor, Los Alamos National Security, LLC.
  • Serve as the EM senior executive and authorization/approval authority for all nuclear operations and safety bases including execution of the programs, projects, administrative functions and contract terms, conditions, and requirements associated with EMLA.
  • Manage the full range of project management activities directly related to EM programs in accordance with Federal laws and Federal and DOE guidelines.
  • Within the broad scope of the Department of Energy (DOE) policy, determine, coordinate, execute, and approve programs and policies related to assigned functions; alerting the Principal Deputy Assistant Secretary for Environmental Management on matters not covered by established policy and advising other managers on the formulation of policies and programs involving technical support requirements.
  • Administer all contracts executed under his/her authority in accordance with broad policies and primarily through delegations of authority to staff assuring that adequate provision is made to ensure to the health and safety of Government and contractor personnel and the general public.
  • Ensure that functions carried out under contracts are executed in a manner that protects Government and contractor personnel and the general public against all environmental, health, and safety hazards arising from the performance of the contract work.
  • Ensure that award and administration for all contracts is consistent with all applicable Head of Contracting Activity directives, the Federal Acquisition Regulation, DOE Acquisition Regulation, DOE orders, and applicable guides.
  • Implement the requirements for safe operation of nuclear facilities including safety basis process requirements and flow down of approved safety basis documents.
  • Implement the principles of the Department's Safety Management System Policy in programs for which the Manager is responsible. This includes the demonstration of an appropriate emphasis on ensuring the technical competence of the Federal staff associated with those programs and the conduct of effective oversight of the accomplishment of the related work products and schedules.
  • Approve subcontracts and purchases made by contractors, with authority to take final action within the amount authorized by the APDAS.
  • Serve as a member of the Los Alamos Emergency Response organization.
  • Make final decisions on technical matters under approved plans and programs as assigned and within delegated authority and commit EMLA to courses of action.
